JanuaryClayton Township January 11th, 2023 The Clayton Township Board met in regular session on January 11th, 2023, at the Clayton Township Hall. Members present include: Billy Daniels Jr, Robyn Fogarasi, Vic Daniels, Patti Berry, and Byron Fogarasi. Zoning Administrator: John Hoffman Assessor: Ronda Parks – Absent Cemetery Clerk – Sandra Bowen Public Attendance: See Attached. Byron Fogarasi called the meeting to order at 7:00 p.m. followed by the Pledge of Allegiance. Next, Byron discussed the minutes from the December 12th, 2022, Meeting. Motion for minutes: Vic Daniels made the motion to approve the December 12th, 2022, Regular Township Meeting minutes. Patti Berry supported the motion. The motion carried. Next, Ben Stone and Tara Marczak from Independent Bank were present to discuss financial opportunities for government entities. Ben presented different information regarding CD’s, sweep accounts, and investment features available for the township. Ben also made note that ARAP funds can be placed into a CD. Next, public comment was offered. There was no public comment currently. Byron Fogarasi presented the Supervisor’s Report. Byron made note that he went to the recent supervisor’s meeting with the Road Commission. Byron stated that the Road Commission is still working on what the match program will offer for 2023 road work. Byron also discussed different road projects to review at the March budget meeting. Robyn Fogarasi presented the Clerk’s Report. Robyn mentioned to the board that the price of stamps will be increasing soon. The board discussed purchasing stamps in bulk again. The mention of stamps also led to the conversation of whether the treasurer should send tax receipts due to the rising cost of stamps. The board discussed sending a notification with the summer tax receipts to notify residents that it would be the last time residents would receive a tax receipt if the board chooses to no longer send receipts. Next, the board discussed sending the newsletter in with the garbage invoices. Any resident who does not receive garbage through the township would have a newsletter mailed to their residence. The board also discussed the option of accepting card payments for garbage and taxes. Robyn informed the board of the next Arenac County MTA meeting that is set to take place January 19th, at the Deep River Township Hall. Robyn made note of amendments that were needed to the 2022/2023 general fund budget. Robyn also discussed with the board the possibility of adding a cemetery ledger through Pontem to keep all cemetery records digitally. Robyn will bring more information on the program to the next township meeting. Last, Robyn presented the $30,000.00 check from the tribe to help fix the tube on School Road. Patti Berry presented the treasurer’s report: General Fund - $381,715.80 Road Account - $18,686.06 Garbage Account - $89,753.88 ARPA - $181,563.41 CD - $75,000.00 Patti made mention that placing the ARAP funds in a longer-term CD would be a good opportunity for the township. Patti also suggested placing the short term $75,000.00 CD in a longer term (18-24 months) CD once it matures in June. Patti also presented letters to the board for delinquent garbage accounts. The board signed the delinquent letters to be sent to residents who have not paid for their garbage this year. Vic Daniels, as trustee, stated that there is a Planning Commission meeting set for February 2nd, 2023. Billy Daniels, as trustee, made note that he would be interested in the Zoning Administrator position if John Hoffman had plans to retire from the position. Sandra Bowen presented her report on the activities at the cemetery – see attached report. Sandra also presented the board with an opportunity to expand the far east driveway of the cemetery to allow residents easier access to cemetery plots. Byron stated he would check with Swanson’s regarding a proposed amount to extend the driveway. John Hoffman discussed zoning issues for the month. John also mentioned to the board that Verizon Wireless is looking to add a cell phone tower to the township. John stated he will bring this to the Planning Commission’s attention. Byron also stated he will contact the attorney to see if there are any objections/or criteria the township would need to adopt to allow cell phone towers. Ronda Parks, assessor, was absent. An opportunity for public comment was offered. John Hoffman suggested the board purchase a defibrillator for the township hall. Robyn stated she will see if she can find a grant to help purchase one for the hall. Motions: Vic made the motion to purchase 20 rolls of stamps. Patti seconded the motion. The motion carried. Vic made the motion to amend the 2022/2023 budget to the following: Township Insurance: amend the budget from $5,500.00 to $5,900.00 Election Supplies: amend the budget from $2,000.00 to $2,100.00 Township Hall Wages: amend the budget from $200.00 to $350.00 Township Supplies: amend the budget from $500.00 to $1,300.00 Township Hall Natural Gas: amend the budget from $3,000.00 to $3,300.00 Township Hall Deposit Refund: amend the budget from $500.00 to $800.00 Drain Assessment: amend the budget from $200.00 to $4,800.00 Zoning-Printing & Publishing: amend the budget from $500.00 to $1,100.00 Billy supported the motion. The motion was carried. Patti made the motion to place $181,563.41 of the ARAP funds in a CD for an 18-month period at Independent Bank and to have the township clerk, township treasurer, and Independent Bank listed on the CD’s account. Robyn supported the motion. Roll call; Vic – yes, Billy – yes, Robyn – yes, Patti - yes Byron – yes. The motion carried. Patti made the motion to place $75,000.00 in a CD at Independent Bank from the general fund to mature at the time the previous $75,000.00 CD will in June of 2023. The CD will have the township clerk, township treasurer, and Independent Bank listed on the CD’s account. Vic supported the motion. Roll call; Patti – yes, Robyn – yes, Byron – yes, Vic – yes, Billy -yes. The motion carried. Billy made the motion to accept the delinquent garbage notices presented by Patti. Robyn supported the motion. The motion carried. Vic made the motion to pay the bills as presented, Billy supported the motion. The motion carried. Finally, Billy made the motion to adjourn, Vic supported the motion. FebruaryClayton Township February 13th, 2023 The Clayton Township Board met in regular session on February 13th, 2023, at the Clayton Township Hall. Members present include: Billy Daniels Jr, Robyn Fogarasi, Vic Daniels, Patti Berry, and Byron Fogarasi. Zoning Administrator: John Hoffman Assessor: Ronda Parks – Absent Cemetery Clerk – Sandra Bowen Public Attendance: See Attached. Byron Fogarasi called the meeting to order at 7:00 p.m. followed by the Pledge of Allegiance. Next, Byron discussed the minutes from the January 11th, 2023, Meeting. Motion for minutes: Billy Daniels made the motion to approve the January 11th, 2023, Regular Township Meeting minutes. Vic Daniels supported the motion. The motion carried. Next, public comment was offered. No public comment at this time. Byron Fogarasi presented the Supervisor’s Report. Byron made note that he had spoken with Swanson Excavating about a new driveway at the cemetery. Byron had also spoken with Paul Golimbeski about roadside mowing for the upcoming season. Paul stated the price would be $46 per mile of mowing, Paul would also add an $80 fuel surcharge for the year. During the conversation, Paul Golimbeski also mentioned he would like to sign a 3-year service contract with the township. Byron will ask for a copy of the proposed contract for the board to look at in March. Byron has spoken with Ouillette Dumpsters about the spring cleanup. Ouillette will provide the trash dumpsters for the first weekend in May; However, the township may still need to use Republic Services for tire collection dumpsters as Ouillette stated the cost they charge to dispose of tires is less than his. Byron discussed an email he had received from the Road Commission about the 2023 road work cost share program. There will be $10,000 in discretionary funds for emergency gravel and tube replacements. The match program (50% township and 50% Road Commission) will be $60,000. The cost of gravel in 2023 will be $18 per ton (approximately $32,300 per mile of gravel). Finally, Byron mentioned the Road Commission had inquired about the townships’ interest in having SSI come out and engineer the tube replacement on School Rd so both sides will have a better idea of exactly what needs to happen if the tube is replaced. The cost of engineering is unknown currently. Robyn Fogarasi presented the Clerk’s Report. Robyn mentioned to the board that the township budget meeting date needed to be set so it can be posted in the paper. Robyn also discussed her conversations about a Pontem program for cemetery management. It provides the township with a streamlined record keeping system that would also allow residents to search for records through the township website. Finally, Robyn discussed the idea of having metal pins placed in the sections of the cemetery that currently have plastic pins to aid in locating lot placements. Patti Berry presented the treasurer’s report: General Fund - $339,059.69 Road Account - $29,204.80 Garbage Account - $87,918.73 ARPA - $181,803.14 CD - $75,000.00 CD - $75,000.00 Finally, Patti presented an updated delinquent garbage list. Vic Daniels, as trustee, mentioned he had attended a meeting with Mike Hoadley to discuss solar panels and windmills. Billy Daniels, as trustee, had nothing to report. Vic Daniels, as Planning Commission representative, mentioned a public hearing for Great Lakes Distillery that was held. The Planning Commission also discussed their desire to meet with a representative from Verizon wireless to discuss the proposed cell tower in the township. Sandra Bowen presented her report on the activities at the cemetery – see attached report. John Hoffman discussed zoning issues for the month. Ronda Parks, assessor, was absent. An opportunity for public comment was offered. John Hoffman suggested the board purchase a defibrillator for the township hall. Robyn stated she will see if she can find a grant to help purchase one for the hall. Motions: Vic made the motion to hold the township budget meeting on March 25, 2023, at 11:00 am at the Clayton Township Hall. Patti seconded the motion. The motion carried. Vic moved to hold the township budget workshop on March 22, 2023 at 7:00pm at the Clayton Township Hall. Patti seconded the motion and the motion carried. Vic made the motion to pay the bills as presented, Billy supported the motion. The motion carried. Finally, Billy made the motion to adjourn, Vic supported the motion. MarchClayton Township March 13th, 2023 The Clayton Township Board met in regular session on March 13th, 2023, at the Clayton Township Hall. Members present include: Billy Daniels Jr, Robyn Fogarasi, Vic Daniels, Patti Berry, and Byron Fogarasi. Zoning Administrator: John Hoffman Assessor: Ronda Parks – Absent Cemetery Clerk – Sandra Bowen Public Attendance: See Attached. Byron Fogarasi called the meeting to order at 7:00 p.m. followed by the Pledge of Allegiance. Next, Byron discussed the minutes from the February 13th, 2023, meeting. Motion for minutes: Vic Daniels made the motion to approve the February 13th, 2023, Regular Township Meeting minutes. Billy Daniels supported the motion. The motion carried. Next, public comment was offered. No public comment at this time. Byron Fogarasi presented the Supervisor’s Report. Byron presented the mowing contract that was offered by Paul Golembeski. Byron stated that the board will need to make a motion at April’s meeting to approve the mowing contract. Next, Byron made mention that any bids regarding the new placement of the driveway at the cemetery will be opened at the budget meeting on March 25th. Byron also made note that Board of Review will take place on Tuesday, March 14th, and Thursday, March 16th. Next, Byron discussed the Lake Level Board of Forest Lake. Byron suggested that Clayton Township should be a part of the Lake Level Board as there are Clayton Township residents that live in Forest Lake. The board agreed that Clayton Township should have representation on the board. Byron also mentioned some ditching projects on Campfire Trail. Byron made note that Moffat Township would like to work together with Clayton Township on the project and would like to apply for a 2% tribal grant to help cover the costs of the project. Byron presented an estimated bid from the Road Commission to have SSI engineers analyze and assess the road/culvert project on School Road. The current bid is $10,320.00. Byron also stated that the Road Commission would be willing to share half of the costs associated with the bid. Last, Byron informed the board that there will need to be a motion made to approve the Special Use Permit for Dale Reeves with Great Lakes Bay Distillery. Robyn Fogarasi presented the Clerk’s report. Robyn discussed different changes to the upcoming elections due to the passing of Proposal 2 in 2022. Next, Robyn presented a bill to paint the township hall. The board discussed different options to update the township hall. Billy Daniels suggested getting additional bids for the updates. Vic Daniels suggested getting bids for windows at the township hall as well. Patti Berry presented the Treasurer’s report: General Fund - $355,811.57 Road Account - $36,606.18 Garbage Account - $86,760.35 ARPA - $181,803.14 CD - $75,000.00 CD - $75,000.00 Patti also stated that her last year of Treasurer’s class through the MTTA will be in April. Billy Daniels, as trustee, had nothing to report. Next, Vic Daniels, as trustee, informed the board that the March 2nd, 2023, Planning Commission meeting did not take place due to lake of quorum. Vic also mentioned that he attended the Farm Bureau Legislative Seminar in West Branch where he was able to speak with representatives from different legislatives in our district. Sandra Bowen presented her report on the activities at the cemetery – see attached report. Sandra also suggested that the “Cemetery Rules” sign needs to be placed in the middle of the cemetery so that everyone that enters the cemetery can see the rules. Sandra also stated that the Cemetery Rules should add a statement that all burials should be notified through the sexton. John Hoffman discussed zoning issues for the month. Ronda Parks, assessor, was absent. An opportunity for public comment was offered. John Hoffman suggested the board purchase a defibrillator for the township hall. Robyn stated she will see if she can find a grant to help purchase one for the hall. Motions: Patti made the motion to have representation on the Lake Level Board for Forest Lake. March 25th, 2023 Special Meeting MinutesClayton Township March 25th, 2023 The Clayton Township Board met in special session on March 25th, 2023, at the Clayton Township Hall. Members present include: Billy Daniels Jr, Robyn Fogarasi, Vic Daniels, Patti Berry, and Byron Fogarasi. Public Attendance: See Attached. Byron Fogarasi called the meeting to order at 11:00 a.m. followed by the Pledge of Allegiance. Byron Fogarasi discussed road work projects within the township for 2023. Byron made mention of the possibility of ditching on Campfire Trail in conjunction with Moffat Twp. A 2% grant was applied for to cover the cost of the ditch. Byron also mentioned a 2% grant was applied for to aid in the replacement of the culvert on School Rd. Knight Road from 3493 Knight Rd east to Briggs Rd – 1 mile Reed Rd from LaGrant Rd intersection south – 1,250 feet LaGrant Rd from Reed Rd intersection west – 1,850 feet. Townline Rd from Melita Rd west to campgrounds - approx. 1.25 miles (share w/ Deep River Twp and Campgrounds) Bernard Rd east from Bishop Rd to Reed Rd - 1 mile Bourgeous rd from Reed Rd west - ¾ miles Lilo Rd from Main Street Rd south - ½ mile plus brushing Next, Robyn Fogarasi presented the 2023/2024 budget for Clayton Township with all expenditures and revenues projected for the upcoming fiscal year. Byron discussed bids received for the new placement of a new driveway at the cemetery. The bids were as follows: Hodgins - $8,100.00 for a 10’ driveway. Hoover Excavating $10,500.00 for a 12’ driveway. Swanson Excavating $13,600.00 for a 12’ driveway with geotextile cloth. Byron also made note that the township’s current contract with Republic Services for garbage for the township will expire next year. The board will contact companies about bidding on a new trash collection contract. Motions: Patti made the motion to adopt the 2023/2024 budget as presented. Billy seconded the motion. Roll call: Vic - yes, Billy - yes, Robyn – yes, Patti – yes, Byron – yes. The motion carried. Next, Patti made the motion to move to adopt a Resolution of Tax Certification for Taxes Levied in 2023. March 25th, 2023 Special Meeting Minutes Lake Level BoardClayton Township March 25th, 2023 The Clayton Township Board met in special session on March 25th, 2023, at the Clayton Township Hall. Members present include: Billy Daniels Jr, Robyn Fogarasi, Vic Daniels, Patti Berry, and Byron Fogarasi. Public Attendance: See Attached. Byron Fogarasi called the meeting to order at 10:00 a.m. followed by the Pledge of Allegiance. Byron Fogarasi discussed the reason for the meeting to those in attendance. According to state law, Arenac County needs to form a lake level board to deal with matters pertaining to the dam at Forest Lake. The newly formed Lake board will consist of the Arenac County Drain Commissioner, an Arenac County Commissioner, a Moffat Twp. representative, a Clayton Twp. representative, and a member of the Forest Lake Property Owners. Byron mentioned that Clayton Township has property owners in Forest Lake that need to be represented. Also, if there was a dam failure most of the property loss and damage would occur in Clayton Twp. Dennis Monsoir and Dan Lefevre were present from Forest Lake. Dan and Dennis have been working with the engineering group on plans to repair the dam and spillway. Dan will be the representative and he recommended Dennis to represent Clayton Twp. on the Lake board because of his engineering experience and knowledge of the project. Byron mentioned he didn’t think we needed five experts on the board, we just need five reasonable people who can make good decisions based on what the experts that are hired suggest. Patti expressed her concern about the Clayton Twp. representative not being a resident of the township. Other residents in the crowd also expressed their concerns about the representative not being a resident of Clayton Twp. Vic suggested sending letters to all property owners of Clayton Twp. in Forest Lake to inform them of what is going on with the Lake board. Robyn nominated Byron Fogarasi to serve as the Clayton Twp. representative on the Lake board. Patti seconded the motion. Roll call vote: all yes. Motion carried. AprilClayton Township April 10th, 2023 The Clayton Township Board met in regular session on April 10th, 2023, at the Clayton Township Hall. Members present include: Billy Daniels Jr., Robyn Fogarasi, Vic Daniels, Patti Berry, and Byron Fogarasi. Zoning Administrator: John Hoffman Assessor: Ronda Parks – Absent Cemetery Clerk – Sandra Bowen Public Attendance: See Attached. Byron Fogarasi called the meeting to order at 7:00 p.m. followed by the Pledge of Allegiance. Next, Byron discussed the minutes from the March meetings. Motion for minutes: Patti Berry made the motion to approve the March 13th Regular Township Meeting minutes. Billy Daniels supported the motion. The motion carried. Vic Daniels made the motion to approve the March 25th Lake Board Meeting minutes. Patti Berry supported the motion. The motion carried. Billy Daniels made the motion to approve the March 25th Budget Hearing minutes with corrections. Vic Daniels supported the motion. The motion carried. Next, public comment was offered. No public comment at this time. Byron Fogarasi presented the Supervisor’s Report. Byron presented road work orders received from the Road Commission. The following motions were made: Vic made a motion to apply 2” rock on Knight Road for 1 mile West of Briggs Road in the amount of $30,600.00, Billy supported the motion. Roll call, all yes. The motion carried. Robyn made the motion to apply 2” rock on Reed Road for 3/8 of a mile South of LaGrant Road in the amount of $7,650.00, Patti supported the motion. The motion carried. Vic made the motion to apply 2” rock on LaGrant Road for 1,850 feet West of Reed Road in the amount of $10,800.00, Billy supported the motion. The motion carried. Patti made a motion to apply 2” rock on Bernard Road for 1 mile East of Bishop Road in the amount of $30,600.00, Vic supported the motion. The motion carried. Robyn made the motion to apply 2” rock on Bourgeous Road for ¾ of a mile West of Reed Road in the amount of $23,400.00, Billy supported the motion. The motion carried. Byron made the motion to apply 2” rock on Lilo Road for ½ mile South of Main Street in the amount of $15,300.00, Vic supported the motion. The motion carried. Next, Byron made mention that the engineering project for the tube on School Road has been completed. The Road Commission will send over the report once they receive it from SSI. Byron also made note that the 2% grant for School Road, and the grant for the ditching on Campfire Trail has been submitted through the tribe. Byron stated that he has been in contact with Republic Services regarding a new garbage contract. Byron stated he also will speak with GFL, Billy’s, and Waste Management to see if they would be willing to provide contractual services for garbage pickup in the township. Last, Byron made note that the dumpsters for the spring clean-up have been ordered and will be dropped off at Vic Daniels residence the Thursday prior to the spring clean-up. Robyn Fogarasi presented the Clerk’s report. Robyn made note that the ARPA funding report is due by April 30th. The board discussed different options to use the ARPA funding for. Next, Robyn discussed with Vic Daniels and Billy Daniels regarding the position on the Sterling Area Fireboard. Vic Daniels made mention that he will be resigning from the current position. Billy Daniels made note that he would like to fill the position. Patti Berry presented the Treasurer’s report: General Fund - $358,788.67 Road Account - $40,221.06 Garbage Account - $83,482.06 ARPA - $181,803.14 CD - $75,000.00 CD - $75,000.00 Patti stated that she had settled her books with the county treasurer. Billy Daniels, as trustee, informed the board of an MTA class that is being provided regarding cemetery management. Patti stated she will reach out to Laikin and Caleb to see if they would be interested in attending the class. Next, Vic Daniels, as trustee, made note that the Planning Commission would like a suggestion from the township’s attorney regarding solar panels. Vic also mentioned that the Planning Commission would like the Verizon Wireless cell phone tower company to attend a Planning Commission meeting to address questions the committee has. Sandra Bowen presented her report on the activities at the cemetery – see attached report. Sandra also stated that the “Cemetery Rules” sign has all the correct information. The sign just needs to be moved. John Hoffman discussed zoning issues for the month. John also informed the board of an MTA class for zoning issues that is available May 15th. John made mention that both he and Nick Southworth would like to attend. The cost is $125 per person. Ronda Parks, assessor, was absent. An opportunity for public comment was offered. Last, Byron discussed with the board the bids for the new driveway at the cemetery. Byron suggested that all the bid projects should be identical before proceeding. The following motion was made: Vic Daniels made the motion to have any bid made for the driveway at the cemetery to have a 12’ driveway with a 10’ minimum of gravel with tapered sides with geotextile cloth. Patti seconded the motion, and the motion was carried. Motions: Vic made a motion to approve for John Hoffman and Nick Southworth to attend the zoning seminar on May 15th in Frankenmuth. Patti supported the motion, and the motion was carried. Patti made the motion to use the ARPA funding report for the tube replacement on School Road and updates to the township hall, Vic supported the motion. The motion was carried. Patti made the motion to accept Vic Daniels resignation from the Sterling Fireboard and to appoint Billy Daniels as the new Sterling Fireboard member. Vic seconded the motion, and the motion was carried. Billy made the motion to hold the regular township meetings on the second Monday of each month at 7:00 p.m. Vic supported the motion. Patti resolved to establish the Clerk’s salary at $8,250 per year. Billy supported the motion. Roll call: All yes, the motion carried. Patti resolved to establish the Supervisor’s salary at $7,149.96 per year. Robyn supported the motion. Roll call: All yes, the motion carried. Billy resolved to establish the Trustee’s salary at $2,000.04 per year. Byron supported the motion. Roll call: All yes, the motion carried. Byron resolved to establish the Treasurer’s salary at $10,119.96 per year. Robyn supported the motion. Roll call: All yes, the motion carried. Patti made the motion to set the price of garbage pick-up for 2024 at $215.00 per can ($210 for trash pick-up/$5 admin fee). Billy supported the motion. Roll call: All yes, the motion carried. Billy made the motion to apply a late fee of $75.00 per can/$150.00 per dumpster for any payment that is accepted after 1/15/24. Robyn supported the motion. Roll call: All yes, the motion carried. Byron made the motion to establish the trash administration wages to $600 per year. Billy supported the motion. Roll call: All yes, the motion carried. Vic made the motion to have Elite Services perform mowing duties at the township hall and cemetery. Patti supported the motion. Roll call: All yes, the motion carried. Robyn made the motion to have Elite Services charge for mowing at the township hall for $100.00 and mowing at the cemetery for $500.00 per each time service is performed. Vic supported the motion. MayClayton Township May 8th, 2023 The Clayton Township Board met in regular session on May 8th, 2023, at the Clayton Township Hall. Members present include: Billy Daniels Jr., Robyn Fogarasi, Vic Daniels, Patti Berry, and Byron Fogarasi. Byron Fogarasi called the meeting to order at 7:00 p.m. followed by the Pledge of Allegiance. Next, Byron discussed the minutes from the April meeting. Motion for minutes: Patti Berry made the motion to approve the April 10th Regular Township Meeting Minutes. Billy Daniels supported the motion. The motion carried. Next, public comment was offered. No public comment currently. Byron Fogarasi presented the Supervisor’s Report. Byron presented road work orders he had discussed with the Road Commission. The campgrounds on Townline Road had agreed to contribute $6,000 per campground to the Townline Road gravel project the township was working on with Deep River Township. The Road Commission was also in the process of replacing culverts around the township. The culverts are all small enough in diameter that the Road Commission will cover the entire cost. Next, Byron made mention that the spring clean up had been successful. Four 30-yard dumpsters had been filled with trash, and three 40-yard dumpsters had been filled with tires. Approximately sixty township property owners took part in the event. Byron stated that 2% grants will be released the week of May 20th, 2023. Byron also made note that the township is still waiting for the engineering report from SSI regarding the tube on School Road. Byron discussed a phone call about a beaver dam on Dobler Road back in the woods just north of Maple Ridge Hardwood on the west side of the road. It was outside of the Road Commission easement, so the county would not contribute to the issue. Last, Byron discussed the first Lake Level Board meeting. The main options being discussed were replacing the spillway for $6.6 million, or dam replacement for $9.2 million. Designs are supposed to be ready for the next meeting. The assessment district has yet to be determined as well as the assessment amount. Robyn Fogarasi presented the Clerk’s report. Robyn discussed different options to use the ARPA funding for. Robyn also will contact a few contractors about projects at the township hall. Patti Berry presented the Treasurer’s report: General Fund - $363,894.88 Road Account - $40,234.28 Garbage Account - $79,512.62 ARPA - $181,803.14 CD - $75,000.00 CD - $75,000.00 Patti stated that she had completed her MMTA training. Patti also mentioned she had discussed FDIC insurance amounts with the Independent Bank. The general fund is insured to $100,000,000. If the garbage, tax, and roads account are put into a sweep account they would be insured as well. When the CDs mature, they should be moved to a different financial institution. Billy Daniels, as Trustee, has nothing to report. Next, Vic Daniels, as Trustee, made note that the Planning Commission would like a moratorium on solar panels and communication towers to be drawn up by the township attorney. Vic also mentioned he had discussed the use of the potential new driveway at the cemetery with Duane Browne. Finally, Vic expressed his opinion about the benefits of an electronic record keeping system from the township cemetery. Residents from Campfire Trail were present to discuss the state of their road and the 2% grant that was applied for in partnership with Moffatt Twp for a ditching project. Byron Fogarasi presented the Supervisor’s Report. Byron stated that the township did not receive any grant money for either the School Road project or the Campfire Trail project. Byron mentioned he had met with the Road Commission and Moffatt Twp representatives to discuss a potential partnership on a smaller project on Campfire Trail. It was discussed to ditch 380 feet south from the cross culvert near the township line, as well as brush the road from the township line south to Maple Ridge Rd. The cost of the project is $2,525.00 for Clayton Twp. Byron will ask the Road Commission about the feasibility of extending the asphalt approach onto Maple Ridge Road. Next, Byron made mention of the ditch work that had been previously discussed on Campfire Trail from Maple Ridge Road north approximately 1000 ft. The previous bid was $6,500.00. The board discussed the possibility of getting this project completed while the work was being done in the same area. Byron mentioned he had been in contact with Mason Twp about projects on Briggs Road. Byron mentioned to Mason Twp. that Clayton Twp. had previously spent money on Briggs Road and felt that Mason would need to spend some money on the road before any projects would be shared. Mason Twp will gravel 1 mile north on Briggs Road from Main Street Road. Byron mentioned he had been in contact with Republic Services, GFL, and Waste Management about trash collection contracts going forward. No contracts have been received at this time. Byron was hopeful to have some contracts to discuss in August or September. Byron presented a work order for ditching on Campfire Trail for 460 feet of ditching in the amount of $3,450.00. Byron has spoken with Doug Hanchet of D & L contracting about repainting the pavilion and replacing the soffit where necessary. Last, Byron mentioned he had received some complaints about garbage building up and blowing around on LaGrant Rd. John said he would investigate the situation. Robyn Fogarasi presented the Clerk’s report. Robyn discussed new issues with early voting which will begin with the election in March of 2024. The county may host the early voting portion of the election at the courthouse with the township clerks taking turns working the polls. Robyn also mentioned as part of the election security measures, she would be ordering wireless cameras to be placed at the entrances to the hall as well as by the drop box for ballots. Robyn also mentioned it will also act as additional security once the new windows are installed in the hall. Finally, Robyn mentioned that her and Patti had turned the township financials over to the auditor for the annual review. Next, Vic Daniels, as trustee, mentioned he had spoken with Marty Malcolm. Marty suggested a township millage for the application of road brine on all gravel roads in the township. Vic, as Planning Commission member, made note that the Planning Commission approved the moratorium on cell towers and solar energy projects at the July 6th, 2023, meeting. Next, public comment was offered. A presentation for a new website host was brought before the board. Andrea Howard of Bad Bunny Design was present to discuss different options she would have for updating the township website. Andrea also presented price quotes for her services. Byron mentioned he had been contacted by the Road Commission. The Road Commission had previously purchased 40,000 tons of crushed concrete from the US – 23 repair projects. The Road Commission is offering townships the ability to perform road work this fall and not pay for the work until 2024 using the crushed concrete. Patti asked if we could prebuy the stone for next year. Byron will contact the Road Commission to see if that is an option. Next, Byron discussed a meeting with Omega Liners about an epoxy liner that could be used in the tube on School Road to avoid the total removal and replacement of the culvert. Billy mentioned he had spoken with Warren Miller, Spicer Group, and Larry Davis, the county Drain Commissioner, about an MEDC grant that may be available for Clayton Township to partner with the county in submitting. Applications must total over $1,000,000.00 but can be for multiple projects throughout the county in a single application. Byron discussed the ongoing ditch work on Campfire Trial, along with the paving happening on Maple Ridge Road. Last, Byron mentioned he had received an email from Ronda Parks about having a private appraisal done on a few properties in the township. There are continual questions and protests about these properties, and this would be a way to get an outside opinion on the valuations. It would cost the township approximately $500 per appraisal. Robyn Fogarasi presented the Clerk’s report. Robyn mentioned the windows had been installed at the township hall. She mentioned the painting would be completed later this fall. Robyn questioned if the township board should consider adding to the hall rental agreement additional charges may occur if there was damage to the wall paint if tape or tacks were used. Robyn also mentioned she had received the township’s annual propane prebuy from Forwards Energy. Finally, Robyn presented the resolution to adopt the Arenac County hazard mitigation plan that had been given to Billy by the Arenac County emergency manager. Byron Fogarasi called the meeting to order at 11:00 a.m. followed by the Pledge of Allegiance. Byron Fogarasi discussed a conversation he had with the Road Commission. The crushed concrete needs to be applied this fall and will be done so on a first come/first serve basis. About 5,000 tons of the 14,000 tons had already been spoken for. Board members discussed different questions and concerns. Byron stated it would be almost $4,000 per mile cheaper than quarry stone. Vic mentioned he had driven down Briggs Road and had to get out of the truck to notice a difference between concrete and stone. Next, Byron discussed a meeting with Omega Liners about an epoxy liner that could be used in the tube on School Road to avoid the total removal and replacement of the culvert. Lining the tube would shorten the length of the project and potentially reduce the cost associated with the project as well. Byron also mentioned he had spoken with the Road Commission about the approach onto Maple Ridge Road from Wildwood Road. The Road Commission said the approach was made shorter than a road approach would be as a private road is like a driveway. Last, Byron mentioned he had received an email from Ronda Parks about having a private appraisal done on a few properties within the township. There are continual questions and protests about these properties, and this would be a way to get an outside opinion on the valuations. It would cost the township approximately $500 per appraisal. Robyn Fogarasi presented the Clerk’s report. Robyn mentioned she had been to a clerk meeting for election preparation. The county is discussing hosting the early voting period for the entire county at the courthouse and each township will rotate workers to host voting. Robyn also mentioned she will need additional poll workers for the upcoming elections since anyone on the ballot or related to someone on the ballot cannot work. Robyn presented a contract from the Arenac County clerk for the county hosting the early voting period. Robyn also discussed the upcoming 2% grant cycle. The Arenac County Drain Commissioner had mentioned previously he would be willing to submit our grant to the commissioners for us. Robyn also discussed the contract presented to the township for snow removal this winter from ProScape. The cost will be $60 per plowing. Finally, Robyn asked the board how she is supposed to handle funeral dinners going forward. In the past, hall rentals for funeral dinners had been free of charge. Utensils, plates, and coffee along with a member of the township to coordinate the dinner was also provided by the township. To receive this benefit the person had to be a resident of the township or be buried in the Clayton Township cemetery. Recently, someone rented the hall for someone who lived outside of the township and was not being buried at the Clayton Township cemetery. Robyn asked for clarification on who should receive the services free of charge. Sterling, MI 48659 989-654-3249 8/15/2023 - 9/11/2023 8/14/2023 Roger and I met with Larry and Sarah Snyder at 11 a.m., at the cemetery. They wanted to pick out a plot or them. After reviewing the map and available plots, they chose #53 sites 1,2,3,4 in the East Section. The deed was signed at the Board meeting on 8/14/2023 and mailed on 8/15/2023 via Certified mail with RRR. The RRR card was returned to me on 9/1/2023. 8/24/2023 Received a phone call from Jeanne Fisher of Mt. Pleasant. She was calling for her mother Barbara Nagy. While they were reviewing family documents, they found a cemetery deed to Clayton Cemetery. Given the fact Louie Nagy died October 1, 2028 and was buried in Mt. Pleasant they had no need for the plot and wished to return it to the Township. The plot I in the North East Section, plot #90, sites 5,6,7,8. I sent a Transfer of Ownership to Barbara, which was promptly signed and returned along with the original deed. OctoberClayton Township October 8th, 2023 The Clayton Township Board met in regular session on October 8th, 2023, at the Clayton Township Hall. Members present include: Billy Daniels Jr., Robyn Fogarasi, Patti Berry, Byron Fogarasi. Absent - Vic Daniels Zoning Administrator: John Hoffman Assessor: Ronda Parks - Absent Cemetery Clerk - Sandra Bowen Public Attendance: See Attached. Byron Fogarasi called the meeting to order at 7:00 p.m. followed by the Pledge of Allegiance. Next, Byron discussed the minutes from the September 11th meeting. Motion for minutes: Billy Daniels made the motion to approve the August 14th Regular Township Meeting Minutes. Patti Berry supported the motion. The motion carried. Next, public comment was offered. No public comment at this time. Byron Fogarasi presented the Supervisor's Report. Byron mentioned he had been spoken with GLF about trash services about a trash collection contract. A contract is supposed to be sent over in the next couple of weeks. Byron also spoke with Republic Services about trash collection. Republic stated that the collection price would only increase the normal 3% annually if the contract was renewed. Byron hopes to have both contracts by the November meeting so the board can vote on which company to have perform services. Next, Byron had a conversation with the assessor Ronda Parks. She is still having issues with some residents being unhappy with assessments and wanting their issues to be placed in the front of the line to be handled. Patti mentioned her belief if residents have problems with assessments, they would be responsible for paying any associated fees. Byron also mentioned he had spoken with the Road Commission about the brushing that needs to be done on Lilo Road. and the price that was requested for brushing on Main Street Road. The county will not be doing any brush work until winter. The Road Commission also mentioned they had some issues with the amount of metal in the pile of crushed concrete that was placed on the roads throughout the township. The project will be placed on hold until a solution can be determined. Lasy, Byron discussed the bid for the liner that he had received from Omega Liners for the culvert on School Road. The price for a 48" x 100' liner was $82,668.00. The county suggested adding 20 feet to the liner to allow for a more gradual slope to be shaped around the culvert and possibly avoid placing guardrail in the area. The cost for the additional 20 feet of liner is $7,500.00. Byron suggested having the county pay their portion of the project ($60,000.00) upfront on the cost of the liner and the township will pay the remaining cost as well as construction expenses when the project is completed. Robyn Fogarasi presented the Clerk's report. Robyn mentioned the upcoming MTA dinner meeting October 19th at the Deep River township hall. Robyn also discussed what needs to be included in the township newsletter. Robyn mentioned Arenac County Trans and the Veteran Service Officer as information that could be useful to residents. John Hoffman mentioned adding storage containers require a permit to the zoning information. Finally, Robyn asked the board about creating email addresses for each of the positions on the township board. These email addresses will be used for transmitting township information and provide the public with another option for contacting board members if they are looking for information. These emails would also be added to the township website. Patti Berry presented the Treasurer's report: General Fund - $361,110.17 Road Account - $46,312.94 Garbage Account - $59,277.66 ARPA - $181,803.42 CD - $75,000.00 (+$1,525.00 interest) CD - $75,000.00 (+$1,244.75 interest) Patti discussed the old computer she had in her treasurer's office. She is interested in purchasing the computer. Robyn mentioned that she also has an old computer from the clerk's office she would be interested in purchasing. Byron will investigate the procedure for getting rid of these computers. Billy Daniels, as trustee, discussed the 2% grant round table he had attended. Billy also mentioned the Par Plan Risk Reduction Grant Program that was discussed at the MTA conference he had recently attended. Finally, Billy mentioned flags for the cemetery that were available to him through his work at the prison. Billy will get a sample for the board to look at. Vic Daniels, as trustee, was absent. Andy Thorner was present and discussed issues concerning the Planning Commission. Sandra Bowen presented her report on the activities at the cemetery - see attached report. Sandra also discussed the posts and chains that had been placed around the plot of Fred Lasure against cemetery rules. John Hoffman discussed zoning issues for the month. Ronda Parks, assessor, was absent. Bill Daniels discussed some of the benefits offered by the Veteran service officers office. Residents from Campfire Trail were present to voice their displeasure over the brush work that had been performed on the road. Sandra expressed her displeasure with Swanson Excavating taking so long to get the driveway put in at the cemetery. Byron made note that he informed Swansons to take their time with the project and took responsibility for the delay. Sterling, MI 49659 9/12/2023 - 10/9/2023 9/26/2023 Received a call from Darin Taylor of Buresh Funeral Home regarding Cyril Richard (Dick) Gawne. He was requesting information on the burial site for Dick Gawne. As the plot was in the name of Earl Keeney, (his father-in-law) it took me a couple of minutes to locate the plot, as Mr. Taylor did not have the information I needed. Once I located the plot, I advised him there were only three sites available, three, six and seven. I explained to him that six and seven were sider by side and advised him to discuss with the family which burial site would be used. I gave him Caleb's number so he could contact Caleb regarding the burial. Caleb called me to confirm the burial site of NW 51 # 6. On 10/03/2023 Caleb gave me the Burial Transit Permit for record keeping. 10/02/2023 Received a call from Bill Daniels regarding their wish to secure a plot in the cemetery. I explained to him I would be out of town for a couple of days and asked him to contact me Monday or Tuesday. 10-05-2023 Received a call from Joyce Stander 989-654-3526 regarding her wish to have the wife of Larry Stanley placed in her lot. She had previously given written permission for their burial in her plot. Mrs. Stanley is in hospice and not expected to live much longer and Larry wanted to get information about the burial site and the name of the Sexton. As I was out of town at the time, I told her I would look up the paperwork and get back with her on Friday, 10/06/2023. 10/06/2023 Placed a phone call to Joyce with the information she was seeking. 10/09/2023 Received a phone call from Susan Gawne (734-968-1631) regarding the process to get the military marked placed at the cemetery. I explained to her the Sexton, Caleb Whitney would be in harge of placing the marker and gave his number to her. 10/09/2023 At 11:09a.m., received a call from Byron regarding the road Swanson Excavating was to install with installation to start this afternoon. At 12:30 p.m., Roger and I went over and marked out the area for the road. We measured from the first row of full sites (16x16) out to the West 12 feet., that allowing the first half row of eight plus four feet for a walk way then measuring 12 feet for the road. We placed stakes to mark the East and West sides of the road. I informed Byron if any additional width was needed, it had to be taken from the West side of the road, NOT the EAST. There was no room on the East side of the road.

NovemberClayton Township November 13th, 2023 The Clayton Township Board met in regular session on November 13th, 2023, at the Clayton Township Hall. Members present include: Billy Daniels Jr., Robyn Fogarasi, Patti Berry, Byron Fogarasi, and Vic Daniels Zoning Administrator: John Hoffman Assessor: Ronda Parks -Absent Cemetery Clerk - Sandra Bowen Public Attendance: See Attached. Byron Fogarasi called the meeting to order at 7:00 p.m. followed by the Pledge of Allegiance. Next, Byron discussed the minutes from the October 8th, 2023, Minutes. Motion for minutes: Billy Daniels made the motion to approve the October 8th, 2023, Township Meeting minutes. Patti Berry supported the motion. The motion carried. Next, public comment was offered. No public comment at this time. Byron Fogarasi presented the Supervisor's Report. Byron informed the board of a letter that he received stating that the tax assessment roll has been verified and all corrections are completed. Next, Byron had a conversation with the Road Commission regarding the tube on School Road. The Road Commission added to the previous bid that was presented for excavating work on each end of the tube. The Road Commission stated that they would split the cost of the excavating work. Vic Daniels made a motion to approve the additional excavating work order in the amount of $4,954.00. Patti supported the motion. The motion carried. Next, Byron mentioned that the Road Commission has placed some of the crushed concrete on Bunyak and Reed Road. The crushed concrete has been depleted, and no further projected roads will receive the concrete. Byron also mentioned that he spoke with Republic Services regarding the trash contract through the township. Republic Services proposed a possible 7-15% increase for a future contract with a discount if garbage services were provided for the entire township. Byron also stated that both Republic and GFL will be sending over contracts to him on Wednesday. The board discussed the possibility of placing garbage payments on taxes on the ballot for the August election. Last, Byron stated that the Lake Level Board will have a court date on November 29th, 2023, to establish an assessment district for the Forest Lake spillway project. Robyn Fogarasi presented the Clerk's report. Robyn mentioned the township hall's new painting job. The board discussed different changes that should be made to the hall rental agreement since the hall has received new updates. The board agreed to have any resident who rents the hall be held responsible for any damage done to the hall along with forfeiting their deposit. Next, Robyn mentioned the possibility of having new electrical plugs placed in the hall. Robyn will have bids at the next meeting for the board to review. Patti also made a mention that the fire extinguishers need to be replaced as they have expired. Robyn also discussed the new township website that has been completed by Andrea Howard. Robyn discussed any changes or corrections. Next, Robyn informed the board that the township hall will need security cameras in the place at the dropbox for election purposes. Robyn stated she has a company coming up in the next week to give a bid for security cameras at the hall. Robyn also presented the road work bill from the Road Commission for 2023. Robyn noted that a motion will need to be made to transfer funds from the general account to the roads account to cover the costs. Next, Robyn discussed an election security meeting that she attended that was held by Representative Mike Hoadley. Mike Hoadley was present at the meeting and made note of different changes to elections that are taking place in Lansing. Last, Robyn presented the board with budget amendments that need to be voted on at the end of the meeting. Patti Berry presented the Treasurer's report: General Fund - $368,737.42 Road Account - $46,347.98 Garbage Account - $55,027.31 Patti stated that the garbage invoices are currently with the printers. Patti stated she will have the printer hold on the invoices until the board is able to approve a new garbage contract. Billy Daniels, as trustee, discussed the 2% award ceremony will be taking place Friday November 17 at 2:00. As of now, it is uncertain if Clayton Township was awarded any grant money. Vic Daniels, as trustee, had nothing to report. Sandra Bowen presented her report on the activities at the cemetery- see attached report. Sandra also stated that Roger Bowen will be unable to plow the cemetery this winter. Robyn stated she will contact Pro-Scape to see if she can receive a bid to plow the township cemetery. Sandra also presented a letter to Mr. Lasure regarding his placement of posts and chains on his cemetery plot. Sandra also presented additional rules for the cemetery that the board discussed. John Hoffman discussed zoning issues for the month. Dave Bowen was present and expressed his thoughts regarding Mr. Chris Erway and whether he should pay a $100.00 fine on his land-use permit for bringing in an 8 x 20 storage container without obtaining a permit first. Dave Bowen then stated that he is resigning as the chairperson from the Planning Commission. Ronda Parks, assessor, was absent. An opportunity for public comment was offered. Representative Mike Hoadley gave a Lansing Legislature update. Sterling, Mi 48659 10/10/2023 - 11/13/202 10/10/2023 I called Bill Daniels and scheduled a meeting with him and Laura at the cemetery at 1 p.m. Bill stated Billy also wanted to secure a lot and they would like to have them close together. After reviewing the available lots, Bill decided to take the map of the cemetery home so they could all review what is available and make a decision. 10/23/2023 Received a call from Bill Daniels stating a decision had been made regarding the plots at the cemetery. The decision was that Bill would take lot 87, East section, West½, lots 1,2,3,4 and Billy will take lot 87, East Section, East½, lots 5,6,7,8. I explained to Bill I would make out the deeds, have them signed at the next Board meeting on 11/13/2023 and give him the deeds along with the other documents (cemetery rule.s and regulations, transfer of ownership, burial authorization, forfeiture of vacant cemetery plots.) 11/08/2023 Received a call from Larry Stanley stating his wife had passed and would like to secure information regarding a monument. He explained he wanted to get a marker with both names on it but would not be doing anything until spring. I explained to him that before he was to put the ashes in the ground, he must notify the Sexton, Caleb Whitney as the Sexton had to be present at that time but the family could dig the hole and install the cremains. I provided Larry with Caleb's phone number. I also explained to Larry when he was given the ashes, there was a document called Burial Transit Form and that must be given to the Sexton at the time of internment. He stated he had the document and would make a copy for himself as the original must be given to the Sexton for proper record keeping. Additional information: Roger Bowen will be unable to provide snow removal this season as he will not have access to the required equipment. November Special MinutesClayton Township November 16th, 2023 The Clayton Township Board met in special session on November 16th, 2023, at the Clayton Township Hall. Members present included: Billy Daniels Jr., Robyn Fogarasi, Patti Berry, Byron Fogarasi, and Vic Daniels. Zoning Administrator: John Hoffman Assessor: Ronda Parks -Absent Cemetery Clerk - Sandra Bowen Public Attendance: See Attached. Byron Fogarasi called the meeting to order at 12:00 p.m. followed by the Pledge of Allegiance. Sandra Bowen presented the letter she had prepared for Fred Lasure about the posts and chains he had placed in cemetery. The letter explained that Elite Services will not be responsible for maintain the cemetery plot if the posts the chains are left in place it will be Mr. Lau res' responsibility to maintain the plot to cemetery standards or the items will and be removed, and Elite Services will again maintain the plot. Sandra also presented an updated list of cemetery rules and regulations that were discussed by the board. Byron presented two proposals for township trash collection. First, Byron presented Republic Services proposal. Republic offered two options: a one-year contract extension at a price of $20.66 per month and then a new proposal going into 2025. The other option is a 5-year contract beginning in 2024 at$20.66, increasing each year by 4.5%, and ending in 2028 at $25.11 per month. The second proposal was from GFL. GFL proposed a 5-year contract beginning in 2024 at $15.75 per month, increasing each year by 4%, and ending in 2028 at $18.42 per month. A fuel surcharge and collection of bulk items were included in each of the proposals. The proposals are available for public inspection. After board discussion, Byron will get a contract from GFL to be voted on at the December 11, 2023, meeting. Robyn Fogarasi presented the Clerk's Report. Robyn mentioned she had spoken with Doug, who painted the hall. Doug had passed along a list of extras associated with the painting project in the amount of $500. Robyn also discussed replacing the broken table and some of the chairs. Robyn will price out some different options for the next township meeting. Robyn had met with a couple companies to price getting the security cameras installed at the hall that are required under the new election security laws. Robyn asked the board to set a budget for the cameras. Next, Robyn made note that the board will need to set a motion to submit the ARAP funding report by December 31, 2023. Last, Robyn discussed getting a defibrillator for the township hall. Billy mentioned the par plan grant that he had learned about at a recent meeting could be used towards the purchase of one. Next, Patti Berry presented the treasurers report. Patti presented the balances of the township accounts. The current balances were: General Fund - $315,453.84 Road Account - $740.09 Garbage Account - $50,839.71 Patti asked the board how we handle trash collection after a person moves. Does the address keep garbage services through the end of the year? The board will discuss the matter further in the future. Billy Daniels, as trustee, summarized a recent fireboard meeting. Billy also mentioned Clayton Township did not receive any 2% funding from the tribe. Billy spoke with Eric Rodrigez, tribal public relations manager, about how Clayton Township could possibly be included within the boundary of the funding unit going forward. Finally, Billy asked if he could go to the MTA legislative seminar in January. Vic Daniels, as trustee, mentioned he had spoken with Doug Hanchet about a pest problem in the township pavilion. Sandra Bowen presented her report on the activities at the cemetery- see attached report. Sterling, Mi 48659 989-654-3249 11.30.2023 Received a call from Joseph Lafnear (248-739-9307) seeking information on a burial for John Strong. There is no record of this burial. I called Mr. Lafnear with that information and suggested he contact Clayton Township Cemetery in Genesee County. 12.6.2023 Received a call from Caleb regarding a phone call he had received from Larry Stanley regarding placing a marker on his wife's grave. I explained to him Larry was given written permission to use a plot in the lot of Joyce Stander NE 79 E ó. 12.9.2023 Received a call from Scott Ware of the Ware Funeral Home in Midland (989-859-5566) regarding a question about placing a marker for Gaynol and Harold Marsh. The want to pl_aceth e marker on the lot of Walter and Symons (parents of Gaynol) in the N Section, lot 46-A. Walt is in #7 and Helen in #8. This lot only has four spaces as the West half was never plotted out due to being low ground. These lots along with the second lot from lot 46-A(45-A never deeded out), 44-A was made at the request of Alice Lucas and family when her husband Miles George Lucas died. Both families (Lucas and Symons) wanted to be in the front row next to the road. As that area was never platted out and the only location that satisfied their wish, those lots were deeded to Alice Lucas and Walter and Helen Symons. It is unknown if any pins were placed to mark the location of the lots which could make it difficult to locate the lots. As numbers 44, 45, and 46 were already deeded out the lots were given as 44-A, 45-A and 46-A. These lots are located to the North of the Veteran's Memorial. Sandra Bowen Clayton Township Cemetery Clerk CLAYTON TOWNSHIP CEMETERY REGULATION ALL MARKERS ARE TO BE PLACED AT THE HEAD OF THE GRAVE AS PLATTED WITH THE READINGS FACING THE NEAREST PATH OR ROAD. 1. Arches , trellises, chains, tripods, fences, borders, railings, birdbaths, sundials, steps or wood structures, lava or crushed rock on graves, lots are prohibited. 2. Flowers, ring stands or hooks to hold up to a ten inch pot and potted plants are permitted from April 1 through October 14. 3. Grave blankets, wreaths and Christmas decorations are allowed after November 1 and must be removed by April 1. REMOVE ANY ITEMS YOU WISH TO KEEP BEFORE THESE DATES. 4. Spring clean-up by cemetery staff is April 1 through April15. Fall clean-up is October 15 through October 31. S. Planting of trees, shrubs and bushes, potted plants in pots or planted on the grave is prohibited. 6. We reserve the right to trim existing trees, shrubs and bushes or remove as required. 7. Benches are prohibited except for monument benches which hold cremains. 8. Cement borders, fences or chains of any kind around the graves or lots are not permitted. 9. Monument foundations shall be installed from April 1st through November 15th, weather permitting or at the discretion of the sexton. Foundations shall be installed 90 days after internment if ground conditions permit. NO foundations will be installed from November 15 to April 1. 10. Flowers may be planted at the head of the grave in FRONT of the marker and extend outward no more than 12 inches. Planting behind the marker is prohibited. 11. FLORAL DISPLAYS AFTER FUNERAL: displays, {in non-glass containers} may be placed on the grave but will be removed and disposed of without notice 72 hours after burial. 12. Any marker requiring movement due to incorrect placement shall be at the expense of the lot owner. 13. Care taker has the right to refuse to mow any lot. 14. The sexton, Caleb Whitney 989-770-0297 MUST be notified of any burials, full or cremation to be placed in the cemetery. This is to ensure proper placement at the grave site and record keeping. 15. The sexton MUST be notified of any marker to be placed on the grave site. This notification must be given to ensure proper placement of the marker at the grave site and prevent placement error. JanuaryClayton Township January 10th, 2022 The Clayton Township Board met in regular session on January 10th, 2022, at the Clayton Township Hall. Members present include: Billy Daniels Jr, Vic Daniels, Patti Berry, Robyn Fogarasi and Byron Fogarasi Zoning Administrator: John Hoffman – Absent Assessor: Ronda Parks – Absent Cemetery Clerk: Sandra Bowen Public Attendance: See Attached. Byron Fogarasi called the meeting to order at 7:00 p.m. followed by the Pledge of Allegiance. Next, Byron discussed the minutes from the November 8th and December 13th meeting. Motion for minutes: Vic Daniels made the motion to approve the November 8th and December 13th, 2021, Regular Township Meeting minutes. Billy Daniels supported the motion. The motion carried. Next, an opportunity for public comment was offered. Brad Lutz was in attendance to discuss his concern about junk cars and trailers that are being collected on a vacant lot on Melita Rd near the county line, as well as old trailers on LaGrant Rd. Byron mentioned the zoning ordinance would cover how to deal with the junk cars. However, it would be costly and a time-consuming process. If a lean is attached to a property that costs more than a piece of property is worth it may be difficult to ever collect. Byron also informed Mr. Lutz that the planning commission was currently trying to come up with a way to handle the old camper trailers in the township. Patti Berry also mentioned and angry call she received about garbage. The call was very inappropriate, and that resident will no longer receive trash pickup from the township. Byron Fogarasi presented the Supervisor’s Report. Byron discussed the changes that the road commission has proposed to the cost share program. Currently, the township receives $20,000 in discretionary funds and $25,000 in funds that must be matched by the township. The proposed program would be $5,000 in discretionary funds and $50,000 in funds to be matched by the township. Byron expressed his concern over the long-term ability of the township to match that amount of money since the township road millage only generates approximately $28,000. Next, Byron presented a resolution approving sale of real property. This resolution will allow the township clerk or supervisor to sign closing documents instead of the entire board needing to be present at closing. Next, Byron mentioned he had met with the drain commission to discuss the township loaning money to the county. The drain commission is deciding how much money they are going to borrow and will be in contact with the township. Finally, Byron mentioned March Board of Review will be held March 16th and March 18th. Robyn Fogarasi presented the Clerk’s Report. Robyn mentioned the townships road millage expires in December of 2022. Previously the township has placed a proposal for 1 mil collected for 4 years on the ballot. Lastly, Robyn discussed different options for renovation of the hall that would allow the hall to be used for a shelter during an emergency. Patti Berry presented the treasurers report. Patti presented the balances of the township accounts. The current balances were: General Fund - $515,885.34 Road Account - $39,180.61 Garbage Account - $78,024.37 Patti also mentioned she had received a check from Mr. DiCicco for the purchase of the township property. Billy Daniels, as trustee, asked if the generator at the hall had been repaired. Byron mentioned that it had, and a new service program had been setup. Next, Vic Daniels, as trustee, summarized the December fireboard meeting. Sandra Bowen presented her report on the activities at the cemetery – see attached report. Byron Fogarasi called the meeting to order at 7:00 p.m. followed by the Pledge of Allegiance. Next, Byron discussed the minutes from the January 10th meeting. Motion for minutes: Vic Daniels made the motion to approve the January 10th, 2022, Regular Township Meeting minutes. Patti Berry supported the motion. The motion carried. Next, an opportunity for public comment was offered. Mike Schillar was present to discuss noise coming form the sawmill near his home on Maple Ridge Rd. Mr. Schillar mentioned he had spoken to the owner of the sawmill about closing doors or putting mufflers on the motors being used. Byron mentioned there are always unintended consequences when a special use permit is issued. The township will work to see if there are any solutions to resolve the issue. Holly Hudson was present to ask questions about her tax assessment notice. Byron Fogarasi presented the Supervisor’s Report. Byron presented the State of Michigan poverty exemption guidelines. Vic moved to accept the poverty exemption guidelines. Billy seconded the motion and the motion carried. Next, Byron mentioned he had spoken with Ouillette Dumpster about acquiring a price for the spring cleanup. The townships annual meeting with the road commission will be held March 15th, 2022 at 7 pm. Next, Byron mentioned he had met with the drain commission to discuss the township loaning money to the county. The drain commission is deciding how much money they are going to borrow and will be in contact with the township. Finally, Byron mentioned March Board of Review will be held March 16th and March 18th. Robyn Fogarasi presented the Clerk’s Report. Robyn mentioned the township needed to set a date for the budget meeting in March. In the past it has been held on Saturday to allow the township residents greater opportunity to attend. Robyn also discussed continued issues with the township’s website. Multiple problems such as links do not work, forms are not up to date, and minutes are not current. After discussion the board decided to send a letter discussing the issues with Sarah Noble. Lastly, Robyn discussed different options for renovation of the hall that would allow the hall to be used for a shelter during an emergency. A report on the use of Covid funds is due by April 30, 2022. Patti Berry presented the treasurers report. Patti presented the balances of the township accounts. The current balances were: General Fund - $517,931.55 Road Account - $32,929.76 Garbage Account - $78,245.37 Patti discussed the remaining garbage invoices that have yet to be paid. Patti stated there are 39 cans and 1 dumpster that are past due. Patti also mentioned she is having issues with her computer. Billy Daniels, as trustee, asked if the township would have The Design Company print signs for the Spring Cleanup. Next, Vic Daniels, as trustee, summarized the planning commission meeting. Next, an opportunity for public comment was offered. Byron Fogarasi presented the Supervisor’s Report. Byron asked Clyde Cunningham to discuss issues with black dirt used to close graves at the cemetery. Clyde mentioned he has used all the dirt the township had previously purchased to refill graves after they settle and before they are seeded down. Clyde stated Pro-scape has screened black dirt for sale for $38/ton and Swanson Excavating has screened black dirt for sale for $28/ton. After discussion Clyde will pickup 3 tons of screened black dirt from Swanson Excavating once it dries out from the spring. Byron asked Clyde where he would like to store the dirt. Clyde mentioned it might be easier to store the dirt near the cemetery where it would be easy to get with a tractor. Byron asked Clyde his thoughts on prices for lawn mowing services for the coming summer. Clyde mentioned he was concerned with the price of fuel. Elite Services will preform lawnmowing duties at the township hall for $100 per mowing. Clyde would like to increase the cost per mowing by $100 at the cemetery for lawnmowing duties. Next, Byron mentioned he had spoken with Ouillette Dumpsters about acquiring a price for the spring cleanup. Next, Byron mentioned a fuel surcharge could soon be added to the township garbage bill as stated in our service contract with Republic Services. Finally, Byron summarized the recent quarterly fireboard meeting. Robyn Fogarasi presented the Clerk’s Report. Absent. On behalf of the clerk, Byron did mention that the township needed to have a plan for Covid relief funds by the April board meeting. Byron also mentioned road work needed to be decided on as soon as possible to get it to the Road Commission to have the work done in a timely manner. Patti Berry presented the treasurers report. Patti presented the balances of the township accounts. The current balances were: General Fund - $530,653.41 Road Account - $34,735.31 Garbage Account - $79,218.97 Billy Daniels, as trustee, had nothing to report. Vic also mentioned the Planning Commission would like to hold a public hearing regarding RV storage and placement at the April 7th meeting. Sandra also mentioned that there are some difficulties measuring plots in some of the sections of the cemetery in the winter because there are plastic pins that mark the corners of lots so the metal detector will not work to find them. Byron also mentioned the cost of chip seal on Bishop Road. Byron suggested driving around the township to survey road projects where road work is necessary once the bad weather has subsided. Next, Robyn Fogarasi presented the 2022/2023 budget for Clayton Township with all expenditures and revenues projected for the upcoming fiscal year. Sandra Bowen mentioned that the board should increase expenses for the cemetery to include repairs to the doors on the bathrooms. Patti suggested placing the Covid-19 relief funding in a separate account for easier record keeping on the funds. Motions: Patti made the motion to adopt the 2022/2023 budget as presented. Charles Dunn was present to express his concerns with Townline Road east of Bishop Road. Mr. Dunn stated that the road is impassable and is in desperate need of attention. Byron informed Mr. Dunn that the township board is aware of the appearance of the road and will be requesting a quote from the Road Commission to place a mile of 2” gravel on the road. Byron also stated that Deep River Township has approached him to help cost share the project. Byron Fogarasi presented the Supervisor’s Report. Byron discussed road work for the following roads: Townline Road: East of Grove Road for 1 mile – apply 2” rock (cost share with Deep River) Knight Road: East of Grove Road for 1 mile – apply 2” rock Dobler Road: Starting at county line for ½ mile – apply 2” rock School Road: ½ mile south from Knight Road – apply 2” stone School Road: ½ mile north from Knight Road – apply 2” stone School Road: Ditching for 500 ft. north from Knight Road Bishop Road: Chip & seal – 1 mile Knight Road: West of Melita 1 mile – apply 2” stone Byron stated that he will submit the road work orders to the Road Commission for bids. Byron also mentioned the rising prices of road work and suggested a more proactive approach to road work this season to help offset prices for next year. Byron also discussed roadside mowing and brine for the township. No motion was made to provide brine services within the township. Byron presented the ballot language provided by the township attorney for the renewal of the township’s road millage. The board discussed the wording of the proposal for clarity. The attorney explained .9855 mils was what had been collected in 2022 so to renew at 1 full mil, .0145 must be worded as an increase in the proposal. Robyn Fogarasi presented the Clerk’s Report. Robyn informed the board of the next Arenac County MTA meeting that is set for April 21st, 2022 at the Deep River Township Hall which Clayton Township is set to host. The board discussed a budget to set for refreshments for the meeting. Next, Robyn discussed a 2022 Election Security Grant that is available to townships in the amount of $1,500.00. Robyn asked permission to use the grant to purchase a safe for the township hall. Last, Robyn discussed with the board the use of using the CLRF funds to use towards road work projects in the township. Next, Patti Berry presented the treasurers report. Patti presented the balances of the township accounts. The current balances were: General Fund - $557,950.89 Road Account - $39,540.98 Garbage Account - $75,622.18 Patti also mentioned that the township has received Billy Daniels, as trustee, mentioned the township will be hosting the township spring clean-up on May 7 from 9:00 am until 2:00 pm. Billy also mentioned that the township will be using Ouillette Dumpsters for the service this year because he was willing to help the township when we needed it in the past. Vic Daniels, as trustee, informed the board that the Planning Commission received a draft of the updated zoning ordinance. The Planning Commission was not happy with what they had received. Many changes had not been included and there were many typographical errors. Robyn suggested a conference call to discuss the issues with the project. Last, Vic discussed the public hearing held by the Planning Commission about RVs (recreational vehicles), in the township. The issue was tabled until May 5th, when the health department will be present to discuss the issue. Sandra Bowen presented her report on the activities at the cemetery – see attached report. Multiple questions from the township board were unanswered from Lisa regarding GIS. Byron questioned Lisa if Clayton Township would be eligible to apply for 2% grant funding from the tribe in the next grant cycle. Lisa was unsure but said the township could apply through the county commissioners. Lisa is supposed to find out the due date for those applications. Dennis Vientgruber was present to ask if the township was considering lowering the square footage necessary for a cabin. Byron mentioned the township had discussed the matter previously but was not planning to change the requirement at the current time. Byron Fogarasi presented the Supervisor’s Report. Patti presented the balances of the township accounts. The current balances were: General Fund - $564,822.09 Road Account - $39,842.62 Garbage Account - $71,697.69 Patti also mentioned that she received a call from the loan office at Independent Bank to which he informed her that the interest rates for CDs are expected to go up in December with a possible interest rate of 2.5% which can be locked in for 2-3 years. Billy Daniels, as trustee, discussed the success of the spring clean-up that was held on May 7th. Billy informed the board that there were 2 – 30-yard dumpsters for tires that were full and 4 – 40-yard dumpsters that were full of trash. Vic Daniels presented a check in the amount of $78.00 for scrap that was received from the cleanup. Vic Daniels, as trustee, informed the board that the motion to vote on ordinance pertaining to RVs (recreational vehicles) did not pass at the recent Planning Commission meeting. Byron Fogarasi called the meeting to order at 7:00 p.m. followed by the Pledge of Allegiance. Next, Byron discussed the minutes from the May 9th, 2022, meeting. Motion for minutes: Billy Daniels made the motion to approve the May 9th, 2022, Regular Township Meeting minutes. Patti Berry supported the motion. The motion carried. Next, an opportunity for public comment was offered. Mark Gillen was present and expressed his interest in the vacant Board of Review position. Katie Youmans was present to discuss some pigs on the corner of North Road and Main St Road. As the board had discussed previously, the Right to Farm Act limits the townships’ ability to hinder acts of farming if GAAMP’s are followed. Byron Fogarasi presented the Supervisor’s Report. Byron nominated Mark Gillen to complete the term of Lori Hoag on the Board of Review. Robyn seconded the motion and the motion carried. Byron discussed the fact that the township had some remaining money in the cost share program with the Road Commission. Byron suggested the township apply stone on the ½ mile of School Rd. from Townline Rd. north at a cost of $13,200.00. Byron stated there would be about $850 in match money remaining and Berry Rd. needed a small area of work between Dobler Rd. and Bishop Rd. Robyn Fogarasi presented the Clerk’s Report. Robyn mentioned there was election training for election worker certifications on June 23th from 9-12, 1-4, and 5-8. Robyn will contact the election workers to make sure they can all attend. Last, Robyn informed the board postage was increasing on the 12 of July and she would like to purchase 20 rolls of stamps before the price increases. Billy Daniels, as trustee, questioned whether the township should invest in a 3-month CD to get the money invested and then it will be available again soon if the rates increase. Billy also informed the Board that Riverview Campground was looking at options to improve the road to their property at the end of Main Street Rd. with the possibility of launching tubes and canoes in the future. Byron stated the company the county hired had to do state highways before the 4th of July and then they begin to mow county primaries. Byron would contact the county to see if a start date was known. Byron Fogarasi presented the Supervisor’s Report. Byron mentioned that July Board of Review would be held on the 19th at 4:30. Byron discussed a recent Road Commission meeting he had attended. The road commissioners had mentioned the possibility of changing the cost share program again next year. Finally, Byron stated logging at the township property had progressed and the township had received a few checks. Byron questioned if the township should cover the cost of brine from the logging site on Fritz Road to Knight Road as well as Knight Road from Fritz Road to Melita Road since the log trucks have created a large amount of dust. Robyn Fogarasi presented the Clerk’s Report. Robyn mentioned she and her elections workers have received their training certification. The Primary will be held on August 2nd, 2022. Robyn also mentioned the townships road millage would be on the ballot for the August primary. Last, Robyn presented the board with a letter from Arenac County Economic Development regarding Dale Reeves distillery. Next, Patti Berry presented the treasurers report. Patti presented the balances of the township accounts. Andy mentioned the Amish community wanted to bring in a school on a property on Maple Ridge Road. Also, John and Tammy Groulx discussed a rental cabin on their property. John mentioned the Groulx’s rental cabin would require a special use permit and a public hearing would be held in August. An opportunity for public comment was offered. Patti mentioned her disappointment with the actions of John Hoffman and Nick Southworth at the previous Planning Commission meeting. The code of conduct discussed the way people act at meetings, and when conducting township business. Anyone who violates the code of conduct would resign their position. Byron discussed a recent conversation with the township attorney. Byron asked if the township would be able to invest general fund money with Edward Jones. The idea being to make some additional revenue to use toward future township projects. Billy mentioned that Edward Jones will need a copy of the township’s investment policy before letting the township invest money with them. Robyn Fogarasi presented the Clerk’s Report. Robyn discussed the prebuy propane form she had received from Forward Energy. Robyn also discussed a pest problem that had been discovered at the hall. She suggested beginning a quarterly maintenance program to prevent any future issues. Last, Robyn mentioned that the township’s road millage passed in the primary election held on August 2. The current balances were: General Fund - $403,535.77 Road Account - $42,441.99 Garbage Account - $55,294.96 Billy Daniels, as trustee, discussed issues with a resident having more than two trash cans who currently only pays for two cans. The board discussed options and agreed to have a letter sent to the resident to inform him of the consequences if the situation continues. Vic Daniels, as trustee, presented an invitation to the township board to attend the Michigan Township Association’s Regional Summit Meeting. Patti and Vic stated they would like to attend the meeting in Bellaire, MI. Vic also mentioned the Planning Commission would like to hold a public hearing in October regarding a school for the Amish. Robyn mentioned to Sandra that she would like to receive bids to have metal pins markers placed at the cemetery. John Hoffman discussed zoning issues for the month. Following Sandra, residents from Campfire Trail were present to discuss the distress the road is currently in. Joe McDonald mentioned ditching issues, along with large holes and trees obstructing the view to turn onto Maple Ridge Road. Robyn informed the residents that she would have Byron Fogarasi speak with the Road Commission as soon as possible regarding the issues. Robyn Fogarasi presented the Clerk's Report. Robyn discussed the 2% grant that was applied for through the county commissioners to obtain funding to help with the culvert on School Road. The grant was successfully submitted to the Saganing Eagle Tribe. The board would be notified in November if the grant was approved. Next, Robyn discussed the ongoing matter of Great Lakes Distillery and the Special Use Permit. Robyn stated that per the attorney, the board is allowed to revoke or require him to amend his current Special Use Permit and require the resident to re-apply for a new permit since he is currently in violation of his current Special Use Permit. Robyn presented a proposal from Pro-Scape Landscaping to plow the Clayton Township Hall for $60.00 per plow. Robyn also mentioned to the board the annual Arenac County Michigan Township Association meeting on October 20th at the Deep River Township Hall. Last, Robyn discussed the township newsletter with the board, and made any necessary corrections before sending the newsletter to be printed. Next, Patti Berry presented the treasurer's report. Patti presented the balances of the township accounts. The current balances were: General Fund - $661,337.74 Road Account - $42,441.99 Garbage Account - $50,942.72 Patti also discussed moving the ARAP funds into a separate account. Billy Daniels, as trustee, discussed options for purchasing a CD through Independent Bank. The board discussed different options between short- and long-term periods. Robyn suggested having a representative from Independent Bank come to the November meeting to present options that are best for the township and the general fund. Vic Daniels, as trustee, stated that the Planning Commission approved the change in the zoning ordinance to add schools as a primary use in the zoning ordinance section 3.22A and 3.32A and remove sentence 2 from section 3.32B Vic also mentioned the Planning Commission granted a grace period to Daniel Beechy to allow him to build custom wooden pallets before applying for a special use permit. Following Vic's report, Sandra questioned the posting of the recent public hearing on October 6th. The posting for the public hearing had the incorrect date listed in the newspaper per an error of the newspaper company. Sandra questioned whether the meeting should have taken place or not. Byron Fogarasi called the meeting to order at 7:00 p.m. followed by the Pledge of Allegiance. Next, Byron discussed the minutes from the October 10th, 2022, meeting. Byron mentioned he had been contacted by the Road Commission about a corrected work order for the tube on North Rd. Next, Byron stated he had received a letter from the state tax commission informing the board that they will have the tax roll reviewed again in 2023. Robyn Fogarasi presented the Clerk’s Report. Robyn stated she had received the bill for all the road work performed in 2022. $40,000 will need to be transferred from the General Fund to the Roads Account. Robyn also mentioned it was time to renew the contract for the township’s website maintenance. Last, Robyn stated she believed our audit was complete, but has not received a notification from the auditor yet. The township’s audit deadline was for September 30th, 2022. Next, Patti Berry presented the treasurers report. Patti presented the balances of the township accounts. The current balances were: General Fund - $487,880.09 Road Account - $40,673.04 Garbage Account - $46,835.16 ARPA - $181,428.38 Patti mentioned she has spoken with Tara at Independent Bank; they think CD rates will be highest in December. Ben from Independent Bank will come to the December meeting to discuss the best options. Billy Daniels, as trustee, questioned whether the trees on the corner of Campfire Trail and Maple Ridge Road could be removed. Billy mentioned his belief that the trees do obstruct the view of cars attempting to leave Campfire Trail. Byron had already discussed this situation with the Road Commission. The Road Commission feels that the trees are not an obstruction, and they are not in the road right of way. Any tree removal would have to be done by the property owner. Vic Daniels, as trustee, asked if the county Road Commission could be contracted to perform brush spraying along township roads. Byron stated the county did brush spraying usually accompanying the brush cutting program they have implemented. Vic also discussed a recent MTA Summit he had attended. Vic mentioned Consumers Energy would like to talk with the township about solar farms. Vic also mentioned a discussion that EGLE held regarding Ag/Farms being covered in the townships Master Plan. Finally, Vic, as Planning Commission member, stated Dale Reeves had applied for a new SUP including the updated site plan and business operations. Dale plans to open in August of 2023. Vic also mentioned the Planning Commission held the public hearing for the Amish and their schools in November. Vic presented the Planning Commission’s recommendation to update the zoning to include schools as a primary use in all districts and to change the zoning ordinance to the following: “Add schools as a primary use in section 3.22A and 3.32A and remove sentence 2 from section 3.32B.” Sandra Bowen presented her report on the activities at the cemetery – see attached report. Clayton Township zoning may require a Special Use Permit for a group daycare. A family day care (1-6 children) does not require any zoning permits, only a permit from the state. Zoning Administrator, John Hoffman, had questions about the difference between the two classifications of daycares and the need for permits. Byron will double check with the township’s attorney regarding the differences between the two classifications of daycares. DecemberClayton Township December 12th, 2022 The Clayton Township Board met in regular session on December 12th, 2022, at the Clayton Township Hall. Members present include: Billy Daniels Jr, Robyn Fogarasi, Vic Daniels, and Byron Fogarasi. Patti Berry – Absent. Zoning Administrator: John Hoffman Assessor: Ronda Parks – Absent Cemetery Clerk – Sandra Bowen Public Attendance: See Attached. Byron Fogarasi called the meeting to order at 7:00 p.m. followed by the Pledge of Allegiance. Next, Byron discussed the minutes from the November 14th, 2022, meeting. Motion for minutes: Billy Daniels made the motion to approve the November 14th, 2022, Regular Township Meeting minutes. Vic Daniels supported the motion. The motion carried. Next, an opportunity for public comment was offered. Bill Daniels was present to discuss the ongoing situation with the road closure on School Road. Byron informed the board that the township received $30,000.00 from the Saganing Eagle Tribal Grant. With this amount, Byron suggested the possibility of requesting another grant from the tribe before proceeding with the project to help alleviate any out-of-pocket costs from the general fund. Byron also stated that he will discuss the cost sharing program for 2023 with the Road Commission at the next Supervisor’s Meeting that is set for the third week of December to see what the Road Commission is willing to cost share for the project. Byron Fogarasi presented the Supervisor’s Report. Byron presented the 2023 poverty exemption guidelines to the board from Ronda Parks. Next, Byron stated there was nothing to report for the December Board of Review. Byron also discussed the difference with the board regarding group day care and family day care per the attorney’s guidelines. A family day care (1-6 children) does not require any zoning permits, only a permit from the state. A group day care (7-13 children) requires a permit from the state and could require a special use permit based on the township’s zoning. Byron mentioned that he spoke with the attorney about forest and recreation zoned areas and large animals. Per the attorney, the Right to Farm Act protects residents with large animals that have property zoned forest and recreation as long as GAAMP’s (generally accepted agricultural management practices) are followed. Byron noted that the Planning Commission held their public hearing for the Amish school at the beginning of the month. The board will need to make a motion to approve the changes to the zoning ordinance. Last, Byron mentioned to the board that both Robyn and him will be out of town for January’s township meeting. The board suggested moving the township meeting to Wednesday, January 11, 2022. Robyn will make a posting for the township hall and on the township’s website. Robyn Fogarasi presented the Clerk’s Report. Robyn presented to the board a check from Duane Browne for a donation to the board for rent. Robyn also discussed with the board purchasing updated materials for the township hall such as toilet paper holders, paper towel holders, soap dispensers, and rugs. Robyn suggested a $1,000.00 budget to make the purchases. Next, Robyn presented the board with the township’s liability insurance. Last, Robyn discussed with the board CD rates. The board did not have the current interest rates at this point as Patti was absent from the meeting. Robyn suggested placing $75,000.00 in a 6-month CD at Independent Bank. Robyn also stated she will call Independent Bank the following day to acquire more information regarding CD’s and to see if a representative would be willing to come to the next township meeting. Robyn stated she will contact Sarah Noble and Vogtmann to resolve the issue. Byron Fogarasi presented the Supervisor’s Report. Byron discussed the recent fireboard meeting. Byron mentioned the new fireboard members from other adjoining townships. He also mentioned the discussion about compensating the firefighters that are on the department. Vic Daniels also stated that the fire department will not be having their annual fireman’s dinner this year. Next, Byron mentioned brine options for 2021. Byron stated that he will contact Mylan Haas regarding brine and obtain quotes for brining the township to discuss at the next board meeting. Byron notified the board of the Board of Review dates for March. They are as follows: March 8th, 3:00 p.m. – 9:00 p.m. March 10th, 9:00 a.m. – 3:00 p.m. Finally, Byron discussed with the board the possibility of having non-elected workers for the township sign a contract that would state the job duties and details for the hired position. Byron mentioned he will contact the attorney to see if there are sample contracts available if the board is interested. Robyn Fogarasi presented the Clerk’s Report. Robyn stated that she still has not received the township newsletter from the Design Company. Patti mentioned that the board should look in to sending the newsletter out with the summer taxes instead of sending them out individually. Next, Robyn stated that she is almost out of stamps and would like to make a motion to purchase 10 rolls of stamps for a total of $550.00. Robyn also mentioned that taxes (W2/1099), for everyone are ready and will be sent out the following day. Last, Robyn asked the board for direction on how to handle the township hall rentals for the month of February. Next, Patti Berry presented the treasurers report. Patti presented the balances of the township accounts. The current balances were: General Fund - $390,806.43 Road Account - $5,528.61 Garbage Account - $69,619.30 Finally, Patti mentioned there are 45 people who have still unpaid garbage invoices. Patti stated she will send out a letter to each resident with an unpaid invoice. Vic Daniels, as trustee, informed the board that the Road Commission has changed Reed Road to non-weight restricted road from Maple Ridge Road to the driveway of Eastwood Lumber. Vic also mentioned that the next Planning Commission meeting will be held February 4th and may be held electronically depending on the current emergency order. Last, Vic mentioned that he spoke with Ronda Parks regarding a change on his property and he was pleased with how quickly the matter was handled. Billy Daniels, as trustee, mentioned that the Road Commission is still plowing School Road where the road is closed. Byron will contact the Road Commission to discuss the matter. Sandra Bowen presented her report on the activities at the cemetery – see attached report. John Hoffman discussed zoning issues for the month. John also mentioned that Daniel Yoder would like a copy of the zoning ordinance as he is looking at building onto a current building on his property, but it may violate a zoning ordinance. William DiCicco was present and questioned the land that the township owns off Reed Road. Sandra suggested that the township should hire a company to do a title search for the property. Sandra Bowen also mentioned her disappointment with Republic Services and their recent garbage pick-up as her house was missed for pick-up. Byron suggested that the best way for petitions to be submitted for Board of View would be in writing. Next, Byron discussed making Reed Road a non-restricted road. Finally, Byron discussed brine information with the board. Byron discussed options with the board regarding bids for the following: one pass down each road in the entire township, two passes down each road in the township, or three passes down each road in the township. Byron also discussed with the board whether the township should skip certain roads in the township that do not have any residents living within a certain distance on the road. Robyn Fogarasi presented the Clerk’s Report. Robyn discussed with the board a date in March to hold the budget hearing for the 2021/2022 budget. Next, Robyn also discussed the township newsletter that she received from The Design Company. The board discussed on whether the newsletter should be sent out with the summer tax bills or mailed individually. The board also decided to take out the information for the spring clean-up and placing brine information in its place instead. Last, Robyn mentioned the spring clean-up for 2021 and possible options to advertise the clean-up. Billy suggested placing an ad on the Vogtmann cable channel while Byron suggested placing an ad in the paper. Robyn mentioned placing road signs throughout the township as well. Next, Patti Berry presented the treasurers report. Patti presented the balances of the township accounts. The current balances were: General Fund - $406,558.89 Road Account - $12,907.90 Garbage Account - $69,087.71 Next, Patti updated the board with the current past due residents for garbage invoices. Patti stated that she has sent all the information to Republic Services and sent out final notices to the past due residents. Finally, Patti informed the board that Independent Bank will be eliminating the “sweep account” that is used within the general fund account. Vic Daniels, as trustee, informed the board that the Planning Commission is working on updating the zoning books and will hopefully be able to meet in person soon to start the process. Byron mentioned to the board that the Road Commission is only allowing the Supervisor from each township to meet with at the spring meeting. Byron also mentioned that the board should start thinking about any road work that needs to be completed within the township. Vic and Billy offered to drive around with Byron next month to assess the roads. Next, Byron discussed the spring clean-up for the township which is set for May 1st. Patti stated she will call Republic to order the following for dumpsters: (3) 40-yard dumpsters for trash; (2) 30-yard dumpsters for tires. Byron also mentioned the trash by the ball diamonds off Fritz Road. Byron stated he will pick up the trash once it is no longer frozen to the ground. Next, Byron mentioned to the board that he will have a price on brine for the township at the budget meeting set for March 20th, 2021. Finally, Byron mentioned to the board the updating of the zoning ordinance and making sure that the board budgets for the process at the budget hearing. Robyn Fogarasi presented the Clerk’s Report. Robyn presented the draft for yard signs from the design company for the spring clean-up. The board agreed that 10 signs should be sufficient. Next, Robyn discussed hall rentals with the board and possibly opening the hall again. With the ongoing Covid-19 epidemic, Vic suggested handing each renter a list of current restrictions presented by the governor. Robyn suggested having the hall rented only once every 48 hours. Billy mentioned having the attorney write up an agreement for the renter to sign saying they will abide by the executive order. Last, Robyn informed the board of the GIS authority that will renew in May of 2021 and that the board will need to decide whether to pay for the authority or remove from the authority. Byron mentioned he will call the Mason Township supervisor and discuss the benefits of being a part of the GIS with him. Next, Patti Berry presented the treasurers report. Patti presented the balances of the township accounts. The current balances were: General Fund - $436,392.55 Road Account - $28,082.15 Garbage Account - $68,881.75 Patti informed the board that she has turned over her tax rolls to the county and she will be meeting with county to settle her books soon. Vic Daniels, as trustee, mentioned the possibility of placing a short paragraph on the township’s website letting people that that the zoning ordinance is currently under revision and that residents will need to contact John Hoffman for any changes and/or updates. Vic also mentioned that the Planning Commission is having some trouble with attendance amongst the board. Last, Vic stated that the next Planning Commission meeting will be April 1st, 2021. March Special Meeting MinutesClayton Township Special Meeting March 20th, 2021 The Clayton Township Board met in special session on March 20th, 2021. Members present include: Billy Daniels, Vic Daniels, Robyn Fogarasi and Byron Fogarasi. Patti Berry was absent. Zoning Administrator: John Hoffman - Absent Assessor: Ronda Parks - Absent Public Attendance: See Attached. Byron Fogarasi called the meeting to order at 11:00 a.m. followed by the Pledge of Allegiance. Byron Fogarasi proceeded with road work projects that are currently projected for the spring/summer of 2021. The following are the road projects that were discussed: Campfire Trail: ½ mile from Maple Ridge heading north for ½ mile – apply 2” stone Campfire Trail: From Maple Ridge, dig ditch on west side for 1000 feet. Buffalo Trail: .3 miles in coordination with Moffat Twp. – apply 2” stone Lillo Road: ½ Mile north from Knight Road – apply 2” stone School Road: ¼ mile south from Knight Road – apply 2” stone LaGrant Road: 1 mile east from corner of Bunyak Road – apply 2” stone Bunyak Road: ¼ south from LaGrant Road – apply 2” stone Bernard Road: 2-3 loads of gravel where road grader turns around Brush Cutting (offered by county): Dobler Road at county line Next, Byron discussed options for fixing the culvert on School Road. Byron stated that to fix the problem would require all the road budget funding which does not seem feasible for the township. Marty Malcolm mentioned contacting Huron Pines for some possible grant funding. Byron stated that he will also check to see if the township is able to receive some tribal funding. Next, Byron presented road brine information and bids that he received. Brine will be $.22/gallon for the year of 2021. Byron also discussed the option of placing brine within the entire township. Marty Malcolm suggested increasing the township contribution for each household to help offset the cost of brine for options. Next, Robyn Fogarasi presented the 2021/2022 budget for Clayton Township with all expenditures and revenues projected for the upcoming fiscal year. Sandra Bowen mentioned that the board should increase expenses for the cemetery to include for tree removal this year. Bids were presented by Eastern Dust Control for one pass and two passes for the entire township. Byron also suggested increasing the household credit to $60 per house to help offset the cost of brine if the board decides not to brine the entire township. Byron also reminded the board and public that the township clean-up is for May 1st, 2021 from 9:00 a.m. – 2:00 p.m. Last, Byron informed the board that there will be a Road Commission meeting scheduled for April 20th, 2021 at 6:30 p.m. to discuss current/future road projects. Huron Pines stated that there will not be any funding available until the year of 2023, but the board would be able to start the process of applying for grant funding soon. Next, Patti Berry presented the treasurers report. Patti presented the balances of the township accounts. The current balances were: General Fund - $430,298.81 Road Account - $28,083.41 Garbage Account - $65,599.86 Patti discussed the current problems Republic Service is having with being short staffed. Patti also mentioned that she is having a hard time receiving any garbage cans for new garbage customers. Republic informed Patti that there may be delays in garbage pick-up. Patti also suggested to the board about the possibility of sending a letter to any resident who still has not paid for garbage services and for anyone who has more cans than what they have contracted for. Next, Patti mentioned to the board that she will be starting her treasurer classes soon through Basic Institute and that they will be held virtually. Last, Patti asked for clarification on the current marijuana laws and zoning ordinance that is in place within the township. Billy Daniels, as trustee, stated he recently spoke with Jeff from the logging company that worked on Bernard Road to see if he would be willing to help cost share part of the road work. Billy informed the board that he has been hung up on several times by Jeff. Vic Daniels, as trustee, informed the board that the Planning Commission has hired Spicer Group to update the current zoning ordinance through the township. Vic also mentioned that he has not heard from the tree service company for the tree removal at the cemetery. Last, Vic discussed placing stone on the parking lot at the township hall. Byron informed the board that he has been in contact with a title company to acquire all documentation from the property to proceed with listing the property for sale. Robyn also mentioned Ouilette Dumpsters and their fast service for supplying a dumpster on such a short notice at the township cleanup. Next, Patti stated that she recently received a state shared revenue check that has been dated from October. Patti also stated that there was no postmark date on the envelope. Billy Daniels, as trustee, presented the board with a check from Maple Rapids Lumber in the amount of $540 to pay for the road gravel on Bernard Road. Billy also mentioned that the garbage was not picked up the previous week. Byron informed Billy that he will call Republic to discuss the recent delays in garbage pickup. Vic Daniels, as trustee, presented a quote from Kingdom Landscape LLC for tree removal at the cemetery in the amount of $5,500. The bid will include the removal of 3 spruce trees, 2 big shrubs, the boxelder tree, and any stump griding. Vic also informed the board that the township received a total amount of $75.00 for the scrap metal that was collected at the township cleanup. Vic also mentioned that the Planning Commission will not have a June meeting and their July meeting has been moved to July 8th, 2021. Byron Fogarasi called the meeting to order at 7:00 p.m. followed by the Pledge of Allegiance. Next, Byron discussed the minutes from the May 10th, 2021 meeting. Next, an opportunity for public comment was offered. Betty Berry was present to express her concerns with the traffic and transportation of the Amish within the community on a main road. Sandra Bowen also mentioned missing stop signs on the corner of Berry and Bishop Road and on the corner of Maple Ridge and Bunyak Road. Byron Fogarasi presented the Supervisor’s Report. Byron discussed the ongoing issues with Republic and trash services. Byron presented a letter drafted by the township’s attorney for the board to review that is addressed to Republic Services. The board suggested different changes to the letter for the attorney to correct before sending the letter to Republic. Byron also informed the board of the dumpster from Ouilette Dumpsters that is in place at the hall to help offset with trash overflow. Next, Byron discussed roadside mowing. Recently, Paul Golembiewski contacted Vic Daniels regarding his interest in performing roadside mowing for the township. Vic stated he would like to use local employment when the chance arises. Byron also discussed brush cutting that is offered from the county. The following areas were discussed: Bishop and Berry Road Corner of Dobler Road and County Line Road Bernard Road east of Bishop Road Byron presented to the board the “Principals of Governance” form from the Michigan Township Association that the board reviewed. Next, Bryon updated the board with information on the township property off Reed Road. Byron stated that the title company was unable to find any information on the property and there has been no information found through the register of deeds office. Byron suggested postponing the sale of the piece of property until all proper documentation has been collected. Last, Byron mentioned that all the brine money has been collected and turned in. Robyn Fogarasi presented the Clerk’s Report. Robyn discussed the difficulty she has been having with USPS and receiving bills on time. Robyn suggested using online pay for certain bills to have the bills paid in a timely manner. Robyn also suggested the use of creating an e-mail for the township. Next, Robyn informed the board with information that she received regarding gypsy moths. The current cost to spray for any gypsy moth treatment would roughly cost the township $65 per acre along with extra costs to have the township surveyed to acquire where the most damage is being done. Byron discussed all the options for gypsy moth removal and the possibility of holding a special election if the residents keep expressing concerns with gypsy moths. Byron Fogarasi presented the Supervisor’s Report. Byron informed the board that he received a call from Paul Golembeski regarding roadside mowing. Paul informed Byron that he would be willing to do roadside mowing for the entire township and that he would be available to start the following week. After speaking with Golembeski, Byron spoke with Kindy Farms LLC regarding roadside mowing to which he was informed that they are currently backlogged until mid-August. Next, Byron discussed the ongoing issues with Republic and trash services. Byron stated that the township garbage was not picked up the previous week on the normal scheduled days. Patti and Robyn both mentioned that they are still unable to reach anyone through Republic Services. Last, road brine. Robyn Fogarasi presented the Clerk’s Report. Robyn informed the board that the cost of stamps will be going up in August and would like to make a motion to purchase 25 rolls of stamps. Patti made the mention that we one of the only townships that mails residents their tax receipts. With the rise of stamps, the board discussed the possibility of no longer mailing residents their receipt. The board also discussed the options of allowing residents to pay for their tax and garbage bills online. Next, Robyn presented to the board the road work invoice received from the county. Robyn informed Patti that she would need to transfer $35,000 from the general fund to the roads account to cover the costs. Robyn also discussed with the board the wages for Sandra Bowen for the cemetery duties. The board agreed that any supplies for the cemetery will by covered by the township and will not need to come out of the cemetery wages. Last, Robyn presented to the board the application for Non-Entitlement Units of Local Government for the CLFRF (Coronavirus Local Fiscal Recovery Fund). Robyn mentioned to the board that the township can still apply for the funding but would not need to utilize the funding if the board cannot find a reasoning for the funding under the guidelines. Next, Patti Berry presented the treasurers report. Patti presented the balances of the township accounts. The current balances were: General Fund - $446,338.78 Road Account - $34,835.40 Garbage Account - $54,808.59 Patti made note that she now has a drop box in place at her residence to collect taxes and residents can call to set an appointment time with Patti if they choose to pay their taxes in person. Vic mentioned to the board that the Planning Commission is re-visiting the option of an RV (recreational vehicle) ordinance along with having an expiration date for special use permits. Vic also stated that the Planning Commission agreed to allow Mr. Hostetler to add a loading dock to his sawmill without having to revisit his special use permit. Sandra noted that the special use permit should be updated to reflect the loading dock. Andy Throner was present and informed the board he has yet to receive any word from Spicer Group regarding pricing options for reconstructing the township’s master plan. Lori Hoag, Steve Hoag, and Joyce Daniels were present to express their concerns with the Men’s Camp that is located off of Bernard Rd west of School Rd. Lori stated that the camp is allowing anyone to utilize the area as a campground without the proper permits and regulations. The public also expressed their concerns with the traffic and road damage caused from the Men’s Camp. Byron informed the public that half of the Men’s Camp is in Moffatt Township which would be regulated under their zoning guidelines, not Clayton Township. Byron Fogarasi presented the Supervisor’s Report. Byron informed the board that all the street signs have been ordered that were discussed at the previous township meeting. Joyce Daniels questioned if the township would be willing to place a road closure sign on Main Street and Knight Road to inform public of School Road being closed. Robyn mentioned that she has still not received any communication from Republic regarding any form of reimbursement for months previously missed. Patti stated that she also has not received any form of communication from them. Robyn stated that she has not paid the previous months bill due to not receiving any form of communication from Republic. The board discussed different options for residents to pay taxes and for the township to mail receipts as the price of postage is increasing. Billy Daniels, as trustee, discussed the recent MTA meeting that he attended with Vic. Billy informed the board of some different opportunities he discussed with officials at the MTA meeting regarding the culvert off School Road. Billy made note that there may be some grant funding available to help replace the culvert. Next, Vic Daniels, as trustee, discussed more information that was presented at the recent MTA meeting regarding gypsy moths. Vic stated that Dawn Hergott suggested reaching out to nearby townships to work together on controlling the gypsy moth problem. Vic also mentioned to the board the next MTA meetings that are set to take place soon. The first meeting is a “Meet and Greet” that is set for September 29th at 6:00 and the Whiney Township Hall. The MTA annual dinner meeting is set for October 21st at the Deep River Township Hall. Last, Vic discussed some recent issues raised at the Planning Commission meeting regarding portable structures. Next, Byron mentioned the crack seal work that is yet to be completed on Bishop Road. Byron also noted that the Road Commission stated that they will not work on Moffatt Bridge this year if the project has not been started by the 18th of October. Last, Byron discussed the recent fireboard meeting. Byron stated that the firemen will now be paid per participation in hopes of increasing more volunteers to the department. Robyn Fogarasi presented the Clerk’s Report. Robyn presented the board with a township newsletter that she had drafted. The board discussed any changes there were to be made to the newsletter before printing. Next, Robyn informed the board of a credit that the township will receive from Republic Services. Republic Services stated they will credit the township $875.00 for services not rendered in the spring. Last, Robyn presented a proposal from Pro-Scape offering snow removal at the township hall in the amount of $45.00 per removal. Next, Patti Berry presented the treasurers report. Patti presented the balances of the township accounts. The current balances were: General Fund - $426,976.24 Road Account - $29,344.31 Garbage Account - $43,779.64 Patti presented the board with a list of residents who have paid for two cans for garbage services. The board discussed different options to deal with residents who have more than one can that do not pay for multiple cans. Patti also mentioned that the garbage invoices are at the Design Company and should be ready for pickup soon. Billy Daniels, as trustee, had no comment. Next, Vic Daniels, as trustee, mentioned to the board that Renee Salgat will no longer be working elections and the township will need to start looking at having some new people work elections. Vic also mentioned that the Planning Commission has met with Spicer Group to begin working on re-writing the zoning ordinances. Next, Vic discussed with the board the options of not inspecting a mobile home prior to being moved into the township if the mobile home is over 50 miles away from the township. Vic made the motion to the following ordinance: Section 4.10.A: Line A paragraph 2 to be changed to the following: “To accept photos as visual inspection for mobile homes outside of a 50-mile radius of the township.” Billy supported the motion. Roll call: All yes, the motion carried. Sandra Bowen presented her report on the activities at the cemetery – see attached report. John Hoffman discussed zoning issues for the month. Ronda Parks, assessor, was absent. An opportunity for public comment was offered. Jake Morley was present and informed the board of his interest in the Zoning Administrator position. Byron discussed the options of having employment contracts for all 1099 employees followed with a performance review that the board will set the standards for. Vic made the motion to have all 1099 employees sign a contract drafted by the township board. Robyn supported the motion. Roll call: All yes, the motion carried. Motions: Patti made the motion to hire Shawn Muma Logging Inc. to harvest the timber at the property off Fritz Road. Vic supported the motion. NovemberClayton Township November 8th, 2021 The Clayton Township Board met in regular session on November 8th, 2021, at the Clayton Township Hall. Members present include: Billy Daniels Jr, Vic Daniels, Patti Berry, Robyn Fogarasi and Byron Fogarasi Zoning Administrator: John Hoffman Assessor: Ronda Parks – Absent Cemetery Clerk: Sandra Bowen Public Attendance: See Attached. Byron Fogarasi called the meeting to order at 7:00 p.m. followed by the Pledge of Allegiance. Next, Byron discussed the minutes from the October 11th meeting. Motion for minutes: Vic Daniels made the motion to approve the October 11th, 2021, Regular Township Meeting minutes with corrections. Billy Daniels supported the motion. The motion carried. Next, an opportunity for public comment was offered. Sandra Bowen mentioned the red light that is showing on the township’s generator. Byron stated he has already called a service technician to come look at the generator. Sandra also mentioned that Roger Bowen is willing to plow the Clayton Township Cemetery as needed this winter. Byron Fogarasi presented the Supervisor’s Report. Byron discussed the work being performed on the Moffatt Bridge. Next, Byron mentioned he had met with Patrick Jacques of Muma Logging and signed the contract for work to be preformed on the Fritz Road property - see contact attached contract. Finally, Byron mentioned at the MTA meeting, Larry Davis informed the public that the drain office was looking to borrow money from townships to finance future projects. The terms are 2% interest for 3 years. Robyn Fogarasi presented the Clerk’s Report. Robyn presented the annual contract for website maintenance from Sarah Noble. The total cost for the year is $1,125. Lastly, Robyn discussed some grants that she had researched to do some repair work at the ball fields on Fritz rd. Patti Berry presented the treasurers report. Patti presented the balances of the township accounts. The current balances were: General Fund - $486,226.98 Road Account - $29,345.56 Garbage Account - $39,607.12 $74,731 of revenue deposited in the general fund is Covid Relief Act money Robyn submitted paperwork for in the fall. Billy Daniels, as trustee, had no comment. Next, Vic Daniels, as trustee, presented a letter to the board about inappropriate behavior at the previous Planning Commission meeting. Nick Southworth and John Hoffman had heated discussions at the previous meeting. The situation makes it difficult to accomplish the zoning review and many other tasks that allow the meeting to operate efficiently. Byron asked John if things can get accomplished at the Planning Commission meetings. John stated it was difficult. Robyn suggested writing a letter from the board to Nick to explain the township will not accept this kind of disruption at meetings. Patti suggested the confrontation was between two people and they should both receive letters if they are to be sent. At this point, John Hoffman presented a letter stating his opinion that the Planning Commission had violated the Open Meetings Act when the board discussed sending in an alternate person to apply for the Zoning Administrator position after John had left the meeting. Next, Vic discussed Marlin Mast, who would like to build a building to house up to 150 calves. The current zoning would prohibit this use. John Hoffman was going to check with the USDA about this ordinance and how the Right To Farm Act would apply in this situation. Finally, Vic discussed the public hearing that was held about the Special Use Permit for a warehouse business Daniel Yoder proposed for on the corner of Bishop Road and Bourgeous Road. Vic presented the Planning Commission’s recommendation to approve the Special Use Permit for Daniel Yoder. Sandra Bowen presented her report on the activities at the cemetery – see attached report. John Hoffman discussed zoning issues for the month. At this time, Patti thanked John for picking up extra trash cans within the township. Ronda Parks, assessor, was absent. An opportunity for public comment was offered. Next, Byron opened and reviewed all bids for the township property that was listed for sale off Reed Road. The highest bidder was Mr. Dicicco in the amount of $28,950.00. The following motion was made: Patti made the motion to accept Mr. William Andrew Dicicco’s bid (located at 14332 Gary Ln., Livonia, MI 48154) in the amount of $28,950.00 for the township property that is located off Reed Road (Parcel ID # 004-0-012-300-010-00). Vic supported the motion. Roll call: Robyn – yes, Patti – yes, Vic – yes, Billy – yes, Byron – yes. All yes, the motion carried. Byron stated he will contact the attorney to proceed with the sale of the property and any necessary documentation. Motions: Patti made the motion to sign the contract from Sarah Nobel for website maintenance in the amount of $1,125.00. Vic supported the motion. Roll call: All yes, the motion carried. Vic made the motion to allow the drain office to borrow money from the township at a 2% interest rate for a three-year term in the amount of $150,000.00. Patti supported the motion.
