January 13th, 2025
The Clayton Township Board met in a regular session on January 13th, 2025, at the Clayton Township Hall.
Members present include Billy Daniels Jr., Dave Bowen, Robyn Fogarasi, Patti Berry, and Byron Fogarasi.

Byron Fogarasi called the meeting to order at 7:00 p.m., followed by the Pledge of Allegiance.
Next, Byron discussed the minutes from the December 9th meeting.
Motion for minutes:
Billy Daniels moved to approve the December 9th Regular Township Meeting minutes with corrections. Dave
Bowen supported the motion, which was carried.
Next, public comment was offered.
Byron Fogarasi presented the Supervisor's Report. Byron discussed the new Arenac County Road Commission match
program. The new cost-share program is a 60/40 split, meaning if the township spends $60,000, the road commission
will match $90,000. Gravel will cost $20/ton this year for a total cost of $34,000 per mile of gravel. The road commission
will also still perform 1 mile of free brushwork.
Byron also discussed conversations he had with Daniel Yoder about a church cemetery. Byron had also held discussions
with the township attorney on the topic.
Robyn Fogarasi presented the Clerk's report. Robyn gave an update on the condition of the injured firefighter while on
the scene of an accident.
Robyn also discussed the budget amendments that need to be made for the current year and set the dates for the upcoming budget workshop and public meeting.
Patti Berry, Treasurer, presented the Treasurer's report:

Billy Daniels, as trustee, summarized a recent fireboard meeting. Billy mentioned that the March quarterly meeting will include a discussion about using first responders to help get canoers off the river.
Next, Dave Bowen, as trustee, had nothing to report.
Sandra Bowen presented her report on the activities at the cemetery - see attached report.
John Hoffman discussed zoning issues for the month.
Ronda Parks, the assessor, was absent.
An opportunity for public comment was offered. Andy Thorner mentioned that the February 6th planning commission
meeting would be the public hearing for the updated zoning ordinance.
Rose Stachlewicz wanted to know why a copy of the zoning ordinance wasn't made available to the public. Byron stated
that a copy of the zoning ordinance was available to the public on line or could be provided upon request. Mrs. Stachlewicz stated that a wheelchair ramp was built for her father to get home from the hospital. The ramp was built without permits, and a fine was added. Mrs. Stachlewicz stated that the zoning administrator handled the situation poorly and created unnecessary stress on her father.
Sandra questioned the board about a flagpole at the township hall.
Motions:
Budget amendments:
Patti Berry moved to increase the Township Insurance budget by $15.00. Dave Bowen supported the motion which was
carried.
Robyn moved to increase the Township Dues budget by $85.00. Billy Daniels supported the motion which was carried.
Patti moved to increase the Land and Building Repairs budget for the Township Hall by $2,500.00. Dave supported the
motion which was carried.
Dave moved to increase the Cemetery Supplies budget by $335.00. Billy supported the motion which was carried out.
Patti moved to increase the Zoning Transportation budget by $50.00. Dave supported the motion which was carried.
Byron moved to increase the Zoning Printing and Publishing budget by $200.00. Billy supported the motion, which was
carried out.
Billy moved to hold the budget workshop on March 14th at 7 p.m. Dave supported the motion, which was carried.
Patti moved to hold the budget meeting on March 29th at 11 a.m. Billy supported the motion, which was carried.
Dave motioned to pay the bills as presented, and Billy supported the motion. The motion carried.
Finally, Billy made the motion to adjourn, which Patti supported. The motion was carried out, and the meeting was adjourned at 8:45 p.m.

Ken Stone and his daughter Kelly Grauherr stopped in and wanted to sign a Burial Authorization document giving Kelly and her two sisters permission to be buried in the family plot owned by Ken Stone, NW 58, sites 1-4. The document was signed by Ken and witnessed by myself. A copy of the
document was given to Ken and Kelly for their files and the original is filed in the Township Log.

Received a phone call from Sharon Carson (989-654-8041) regarding the burial of her son in the family plot. Her concern was that he was not a resident of the township and thought he could not be buried in the family plot; he had been cremated. I explained to her there would be no problem as she had control of the plot and could place any one in the plot. I did remind her to call Caleb when she would be putting the ashes in the plot.
12/09/2024 I ordered 25 U S. Veteran Grave Markers for a total cost of $472.80. The original price for each was $20.99 but I was allowed a 15% discount making the cost of each $17.85. These new markers are made of plastic as the aluminum ones were discontinued and unavailable. I will provide the Board with an example.

The Clayton Township Board met in regular session on February 10th, 2025, at the Clayton Township Hall.

Next, Byron discussed the minutes of the January 13th meeting.
Motion for minutes:

Next, public comment was offered.
Byron Fogarasi presented the Supervisor's Report. Byron mentioned some potential road projects for 2025. The following projects were discussed for gravel:
• Dobler Road from Townline Road to Knight Road
• Dobler Road from Main Street Road to Maple Ridge Road
• Knight Road from Melita Road to School Road
Dave suggested North Road for the mile of brush work to be performed by the county.
Robyn Fogarasi presented the Clerk's report. Robyn discussed the spring clean-up on May 3rd. Robyn discussed getting a trustee from the jail to help with tires. Robyn stated she will reach out to the conservation district to utilize the tire recycling program.

Billy Daniels, as trustee, summarized a discussion with Stephanie Kernstock of the Moffat Fire Department about swift water rescue training for the firefighters.
Next, Dave Bowen, as trustee, suggested the township consider buying the old Methodist church on Dobler as a potential future township hall. Vic Daniels also summarized the planning commission meeting. The zoning ordinance was still being finalized and should be ready for board approval at the March meeting.

Ronda Parks, assessor, was absent.
An opportunity for public comment was offered.
Byron discussed a call from a resident about a disagreement between township representatives at a recent planning commission meeting. Planning Commission Chairman Bob Messenger weighed in on the situation.
Dave stated that township residents had questioned him about why the zoning administrator's position never opens for applications. John stated he was considering retirement in 6 to 12 months but would not leave the township without a trained successor.

Dave made the motion to pay the bills as presented, Patti supported the motion. The motion carried.
Finally, Billy adjourned the motion, which Dave supported. The motion carried, and the meeting was adjourned at 8:25 p.m.

The Clayton Township Board met in regular session on March 10th, 2025, at the Clayton Township Hall.
Members present include: Billy Daniels Jr., Dave Bowen, Robyn Fogarasi, Patti Berry, and Byron Fogarasi.

Next, Byron discussed the minutes from the February 10th meeting.
Motion for minutes:
Billy Daniels moved to approve the February 10th Regular Township Meeting minutes. Patti Berry supported the
motion, which was carried.
Next, public comment was offered.
Byron Fogarasi presented the Supervisor's Report and discussed the upcoming meeting with the Arenac County Road
Commission on April 7th at 6:45 p.m.
Byron also discussed work orders he had received from the Road Commission.
• Random brushwork throughout the township - $5,000
• Brush work on Borgeous Road - $3,750
• Dobler Road 2 miles of gravel - $68,000
• Knight Road 2 miles of gravel - $74,000
• Resurface Dobler Road north of Maple Ridge Road - $92,860
Dave suggested North Road for the mile of brush work to be performed by the county.
Byron also discussed gravel on the westó mile of Main Street Road.
Byron also discussed the upcoming March board of review, which will be held on Wednesday, March 12, from 9 a.m. to 3 p.m. and Friday, March 14, from 3 p.m. to 9 p.m.
Next, Byron discussed the specifications with the special use permit required by the Amish community to start a new cemetery. Byron stated that the Amish would need to apply for a special use permit for their cemetery, which would need to be reviewed and approved by the Planning Commission. Byron also stated that approval from the Health Department for the cemetery would need to be given.
Finally, Byron discussed some road repairs that need to be done to the south driveway at the cemetery. Byron will get estimates on repairs.
Robyn Fogarasi presented the Clerk's report. Robyn discussed the spring cleanup on May 3. Robyn discussed getting a trustee from the jail to help with tires.
Robyn also discussed a letter of support the conservation district had requested for an EGLE grant for tire recycling.
Patti Berry, Treasurer, presented the Treasurer's report:

Billy Daniels, as trustee, summarized a recent fireboard meeting. The fireboard met with the local canoe liveries to discuss river safety and emergency personnel use.
Billy also discussed the firemen's desire for a new truck to replace the rescue vehicle.
Next, as trustee, Dave Bowen summarized the previous planning commission meeting. Dave presented the zoning ordinance and master plan that the planning commission sent to the township board for approval, with the resolutions for the April meeting.
Dave also mentioned T Mobile is interested in adding equipment to the cell tower on Lilo Rd.

John Hoffman discussed zoning issues for the month.

An opportunity for public comment was offered.
John Blanchard stated his displeasure with tax receipts not being sent to residents.
Next, a discussion about shipping containers under 200 square feet with the current zoning ordinance requirements was held.
Byron asked John Hoffman about his letter to the township board members. They discussed the letter and the ability of the zoning administrator and the board to work together in the township's best interests.
Motions:
Patti moved to approve the work order for various brush cutting projects at a cost of $5,000. Dave supported the motion which was carried.
Robyn moved to approve the work order for gravel on 2 miles of Dobler Road for $68,000. Patti supported the motion, which was carried out.
Billy moved to approve the $40,000 work order for gravel on Knight Road from Melita Road to School Road. Patti seconded the motion which was carried.
Patti moved to approve the work order for gravel on Knight Road from Melita Road to Dobler Road for $34,000. Dave seconded the motion, which carried.
Patti moved to get two 40-yard tire dumpsters from Republic Services for the township cleanup day. Dave supported the motion which was carried.
Dave moved to approve the new master plan for the zoning ordinance presented by the Planning Commission. Billy supported the motion which was carried out.
Dave moved to not require permits for storage containers under 200 square feet in size and to add that as a change to the zoning ordinance. Billy supported the motion, which was carried out.
Dave moved to ask John Hoffman to resign as Clayton Township Zoning Administrator. Byron supported the motion. The roll call vote was Dave-yes, Billy-no, Patti-yes, Robyn-yes, and Byron-yes. The motion carried.
Dave moved to post the zoning administrator position opening to gauge interest. Applications must be received by April 1st. Billy supported the motion which was carried out.
Billy motioned to pay the bills as presented; Patti supported the motion. The motion carried.
Finally, Billy made the motion to adjourn, which Dave supported. The motion carried, and the meeting was adjourned at 9:45 p.m.

Received a call from Jody Dodge seeking burial information regarding her Great Uncle M. Dodge. After reviewing our records, I could not locate any burial under that name.
I asked her if she was sure they were in our cemetery, she stated Clayton Cemetery. I explained to her our cemetery was in Arenac County and there was another Clayton Cemetery in Genesee County. She stated she was not aware of that fact and asked who she could contact to get the information. I suggested she contact the Genesee County Clerk's office; they could give her information about the Township Clerk.

The Clayton Township Board met in special session on March 29th, 2025, at the Clayton Township Hall.
Members present include: Billy Daniels Jr., Dave Bowen, Robyn Fogarasi, Patti Berry, and Byron Fogarasi.

Byron Fogarasi called the meeting to order at 11:00 a.m., followed by the Pledge of Allegiance.
Byron Fogarasi discussed the road work projects that had been approved at the previous township meeting.
Robyn Fogarasi discussed the upcoming township cleanup on May 3rd, which will be held at the Clayton Township Hall.
Patti discussed a garbage issue that a resident had called her about.
The 2025/2026 budget was discussed. See attached copy.

Billy made the motion to adjourn, and Dave supported it. The motion carried, and the meeting was adjourned at 11:50 a.m.

The Clayton Township Board met in a regular session on April 14th, 2025, at the Clayton Township Hall.

Next, Byron discussed the meeting minutes from March 10th and March 29th.
Motion for minutes:
Dave Bowen moved to approve the minutes of the March 10th Regular Township Meeting. Billy Daniels supported the motion, which was carried out.
Dave Bowen moved to approve the minutes from the March 29th budget meeting. Patti Berry supported the motion, which was carried.
Next, an opportunity for public comment was offered - no comment was made at the time.
Byron Fogarasi presented the Supervisor's Report. Byron summarized the meeting with the Road Commission. The township currently has 4 miles of stone roadwork turned in, along with various brushwork.
Byron presented a road work order for Main Street west of School Road, spanning 6/10 of a mile, for $21,000.00.
Next, Byron discussed the open zoning administrator position. The township board recently interviewed Frank Malenski and Billy Daniels as the new zoning administrator. Dave Bowen made the motion to hire Frank Malenski as the township's new zoning administrator. Patti supported the motion. Roll call: Dave -yes, Patti -yes, Robyn -yes, Byron - yes. Billy Daniels abstained from voting. The motion was carried.
Lastly, the board discussed sending Frank and Bob Messinger, Planning Commission Chair, to the Introduction to Planning & Zoning training through MTA. The board also discussed having the zoning administrator's position reviewed every two years.
Robyn presented the Clerk's Report. Robyn presented a contract agreement from Schulze, Oswald, Miller & Edwards P.C. to perform the township's 2025/2026 audit.
Next, Robyn discussed the possibility of applying for a credit card through the township to pay for regular monthly township bills online.
Lastly, Robyn noted that the SLRF funds final report is due on April 30, 2025.
Next, Patti Berry presented the Treasurer's Report. The current balances were:
General Fund - $490,387.71
Road Account - $48,483.71
Garbage Account - $110,674.99
Patti stated she still has not received her settlement from the County for winter taxes.
As trustee, Billy Daniels discussed the recent fire board meeting and the purchase of a new fire truck.
Dave Bowen, as trustee, discussed the recent meeting of the Planning Commission. Dave stated that Mr. Hamilton issued the new complete zoning books to the Planning Commission board.
Sandra Bowen presented her report on the activities at the cemetery; see the attached report. Byron also noted he spoke with Swanson's about fixing the driveway at the cemetery.
Bob Messinger presented the zoning report for the previous month. Bob also mentioned a complaint he received from a resident regarding a hobby farm that resides on Dobler Road. Residents are growing increasingly alarmed by the state of the farm and the house.
Ronda Parks, the assessor, was absent.
Last, an opportunity for public comment was offered. John Hoffman was present and spoke about his resignation, as well as the issues he had with the township board and residents. John stated that a resignation letter will be sent.
Sandra presented a letter from Rose Stachlewicz regarding her father and his rental house, which includes a wheelchair ramp and issues with the previous zoning administrator.
Motions:
Dave Bowen made a motion to approve the road work order for Main Street, west of School Road, spanning 6/10 of a mile, for $21,000.00. Patti supported the motion, which was carried out.
Patti made the motion to use Schulze, Oswald, Miller & Edwards P.C. to perform the township's 2025/2026 audit. Dave supported the motion, which was carried.
Patti made the motion to approve a credit card through the township's general fund to pay for regular monthly township bills on line. Billy supported the motion, which was carried out.

Dave motioned to hold the regular township meetings on the second Monday of each month at 7:00 p.m. Billy supported the motion. Roll call: All yes, the motion carried.
Robyn made the motion to keep the township funds at Independent Bank. Patti supported the motion. Roll call: All yes, the motion carried.
Patti resolved to establish the Clerk's salary at $9,281.25 per year. Dave supported the motion. Roll call: All yes, the motion carried.
Patti resolved to establish the Supervisor's salary at $7,864.96 per year. Billly supported the motion. Roll call: All yes, the motion carried.
Dave resolved to establish the Trustee's salary at $2,200.04 per year. Robyn supported the motion. Roll call: All yes, the motion carried.
Dave resolved to establish the Treasurer's salary at $11,131.96 per year. Byron supported the motion. Roll call: All yes, the motion carried.
Patti moved to set the price of garbage pickup for 2026 at $215.00 per can ($210 for trash pickup and a $5 administrative fee). Billy supported the motion. Roll call: All yes, the motion carried.
Byron motioned to apply a late fee of $75.00 per can or dumpster for any payment accepted after January 15, 2026.
Patti supported the motion. Roll call: All yes, the motion carried.
Robyn motioned to establish the trash administration wages at $600 per year. Billy supported the motion. Roll call: All yes, the motion carried.
Patti motioned for Elite Services to perform mowing duties at the township hall and cemetery. Robyn supported the motion. Roll call: All yes, the motion carried.
Patti moved to have Elite Services charge $200.00 for mowing at the township hall and $700.00 for mowing at the cemetery each time service is performed. Robyn supported the motion. Roll call: All yes, the motion carried.
Robyn motioned to have Elite Services top off grave sites at $30.00 per time. Patti supported the motion. Roll call: All yes, the motion carried.
Patti motioned to establish the cemetery wages at $900.00 per year. Billy supported the motion. Roll call: All yes, the motion carried.
Byron moved to have D&L Contracting perform maintenance at the hall. Patti supported the motion. Roll call: All yes, the motion carried.
Dave motioned to establish the zoning administrator's wages at $375.00 per month. Robyn supported the motion. Roll call: All yes, the motion carried.
Byron motioned to allow Clayton Township residents to rent the hall at $75.00 per rental, with a $25.00 deposit refunded if the hall is not damaged. Patti supported the motion. Roll call: All yes, the motion carried.
Dave motioned to establish meeting salaries at $60.00 for half-day meetings and $120.00 for full-day meetings. Patti supported the motion. Roll call: All yes, the motion carried.
Billy motioned to establish the Election Chair's wages at $17.00 per hour and the Election Worker's wages at $15.00 per hour. Patti supported the motion. Roll call: All yes; the motion carried.
Dave motioned to have Scott Hidden as a Board of Review Alternate. Patti supported the motion, and the motion carried.
Patti made a motion to pay the bills as presented, and Billy supported the motion which was carried out.
Finally, Dave motioned to adjourn, and Billy supported the motion. The motion was carried out, and the meeting was adjourned at 9:00 p.m.

May 12th, 2025
The Clayton Township Board met in regular session on May 12th, 2025, at the Clayton Township Hall.
Members present include: Billy Daniels Jr., Dave Bowen, Robyn Fogarasi, Patti Berry, and Byron Fogarasi.

Byron Fogarasi called the meeting to order at 7:00 p.m., followed by the Pledge of Allegiance.
Next, Byron discussed the minutes from the April 14th meeting.
Motion for minutes:
Billy Daniels made the motion to approve the April 14th Regular Township Meeting minutes. Dave Bowen supported the motion. The motion carried.
Next, public comment was offered.
Byron Fogarasi presented the Supervisor's Report. Byron mentioned stonework has almost been completed on Knight Road, with work on Dobler Road and Main Street Road to be completed soon after.
Byron also mentioned Deep River Township Supervisor Matt Stawowy had contacted him about sharing some work on the west portion of Town line Road. The proposal was to add stone and a product called permazine to Town line Road, with the hope of preserving the road for an extended period of time. After some discussion, it was determined that Byron would contact the campground to see if they would be willing to contribute to the
project.
Finally, Byron mentioned he had spoken with Swanson Excavating about fixing the driveway at the cemetery again, stating it should be done before Memorial Day.
Robyn Fogarasi presented the Clerk's report. Robyn stated she had completed the reporting for the SLRF funds.

Billy Daniels, as trustee, mentioned the township's spring cleanup went well. He discussed extending the parking lot to
create a little more space for next year. Billy also suggested updating the signs and adding a few items to them for next
year.
Billy also mentioned that he had received a ParPlan grant, which he had applied for on behalf of the fire department, for
safety lights for $3,000.
Next, Dave Bowen, as trustee, summarized the recent meeting of the planning commission. Dave also suggested printing
a fee schedule associated with the amounts the township charges for various permits and functions, such as land divisions and combinations.
Sandra Bowen presented her report on the activities at the cemetery; see the attached report.
Frank Malenski discussed zoning issues for the month. Frank and Bob Messenger, the planning commission chairman, discussed the ongoing problem with the Amish cemetery. Despite repeated requests to gather the necessary documents, none have been supplied by the Amish.
Ronda Parks, assessor, was absent.
An opportunity for public comment was offered.
John Hoffman stated he believed Mr. Beechy on Maple Ridge Road is selling lawn mowers. John also stated he thought the new cattle barn being built by Byron Fogarasi should require a special use permit because it is a large enterprise.
Dave stated township residents had questioned him about the new brine pit being installed on his property.
Finally, Robyn mentioned she had received a letter of resignation from John Hoffman.
Motions:
Dave moved to accept John Hoffman's resignation. Patti supported the motion-Roll Call Vote: All yes.

Received a call from William Eckel inquiring what the process was to obtain a cemetery lot. He asked what the cost was. I e.xplained to him the cemetery lots were free to Clayton Township property
owners.
On 4/17/2025 Roger and I met Mr. Eckel at the cemetery and reviewed what lots were available. He chose a lot in the East section, #52 (Eastó) sites S.6.7.8.
I explained to him the deed would be completed at our next Township Board meeting on May 12, 2025 and then mailed to him at which time he would have to sign for the document.
The new veteran flags will be put on the graves on May 17.
Also, Roger and I are having another four x eight (4x8) information board constructed and installed as the current board has no remaining room for additional information.

The Clayton Township Board met in regular session on June 91h, 2025, at the Clayton Township Hall.
Members present include: Billy Daniels Jr., Dave Bowen, Robyn Fogarasi, Patti Berry, and Byron Fogarasi.

Byron Fogarasi called the meeting to order at 7:00 p.m., followed by the Pledge of Allegiance.
Next, Byron discussed the minutes from the May 12th meeting.
Motion for minutes:
Billy Daniels made the motion to approve the May 12th Regular Township Meeting minutes. Dave Bowen supported the motion. The motion carried.
Next, public comment was offered.
Byron Fogarasi presented the Supervisor's Report. Byron mentioned he had spoken with Rifle River Campground as well
as Riverview Campground about placing gravel and permazine on the road, Townline Road, leading to the campgrounds.
Neither campground was interested in contributing funds to complete the project.
Byron also discussed getting petition language from the township attorney to place trash pickup on the ballot in 2026.
Patti asked if there was a time line for when signatures needed to be collected. Byron will question the attorney.
Byron discussed his conversation with the Road Commission about speed limit signs on Campfire Trail. The superintendent would look into the process, but was unsure if enforcement was feasible.
Finally, Byron presented the franchise agreement from Consumers Energy that gives them the authority to service
Clayton Township. This agreement is renewed every 35 years.
Robyn Fogarasi presented the Clerk's report. Robyn presented a township fee schedule that the planning commission
requested.
Robyn also mentioned the township election equipment had just been taken in for regular maintenance.
Finally, Robyn discussed the idea of getting a few more benches to be placed at the cemetery.
Patti Berry, Treasurer, presented the Treasurer's report:

Billy Daniels, as trustee, discussed the recent fireboard meeting. Jason Rice was re-elected as chief for another year.
Billy also mentioned the current fire roster is at 11 members, and 4 of those are off on medical leave. With the ongoing issues with roster size, a meeting has been scheduled for July 9th with the Standish Fire Authority to discuss the possibility of merging the departments.
Next, Dave Bowen, as trustee, summarized the recent Planning Commission meeting. Dave mentioned the Planning Commission discussion about the new cattle barn being built by Byron Fogarasi. The Planning Commission determined
Byron didn't need to obtain a special use permit for his barn.
Dave also mentioned Nick Southworth had asked about cleaning up the ball fields and possibly using them again. The
board supported this idea.
Finally, Dave presented the board with a quote for $700 for gravel to expand the parking lot at the township hall.
Sandra Bowen presented her report on the activities at the cemetery - see attached report.
Frank Malenski discussed zoning issues for the month. Frank and Bob Messenger, Planning Commission chairman, discussed the ongoing issue with the Amish cemetery, and even though repeated requests have been made to gather needed documents, none have been supplied.
Ronda Parks, assessor, was absent.
An opportunity for public comment was offered.

Patti moved to approve $700 for gravel to expand the hall parking lot. Billy seconded the motion, and the motion
carried.
Patti moved to have B&B build a flagpole for the township hall for $1,500. Dave supported the motion, and the motion carried.

Received a call from Dennis Veitengruber regarding the location of a plot in the name of Tommy Murphy.
I located the grave marker for Tommy Murphy however, he was buried in a plot owned by Beverly and Ronald Gratopp, NE section # 84 . I contacted Dennis with this infonnation and explained to him Tommy Murphy did not own a plot.
Dennis stated the reason he was asking about Mr. Murphy was because Tommy's wife Sandy wanted to know if there were any spaces left for a cremation burial. He stated Mrs. Murphy would be contacting me for the information.

Received a call from Sandy Murphy (989-324-1040) requesting information about a burial plot her husband owned. I explained to her that her husband did not own a plot at the cemetery but was buried in the plot owned by Beverly and Ronald Gratopp ..
She wanted to know if she could put cremains in tile Gratopp plot. I explained to her she would need written permission from the next of kin of Beverly and Ronald Gratopp. She asked who the next of kin is and I stated that as far as I knew their son Raymond would be the person to contact. She asked how to contact Ray; l suggested she call Mary Cousineau as Ray is married to Penny, Mary's daughter, I also suggested she contact Ray Daniels as he is well versed in Clayton Township residents. I gave her his
phone number.
As of this date June 9, 2025, I have not heard anything from Mrs. Murphy.

Byron Fogarasi presented the Supervisor's Report. Byron spoke with Paul Golimbieski regarding roadside mowing. Paul informed Byron that the mowing should be completed within the next two weeks.
Byron spoke with the Road Commission regarding the patchwork on Bishop Road.
Next, Byron updated the board with information on placing garbage on the tax bills. The township attorney noted that the township should wait 6 months prior to an election before requesting signatures for the petition.
Finally, Byron informed the public that the next Board of Review will take place on July 22nd at 1:30 p.m. to discuss and review any changes.
Robyn Fogarasi presented the Clerk's report. Robyn informed the board of the next county MTA meeting, which will be on July 24th at 7:00 p.m.
Next, Robyn discussed the upcoming audit for the Accident Fund that needs to be completed.
Robyn also presented the franchise agreement from Consumers Energy for the board to review. This agreement is for 30
years and allows Consumers Energy to operate in Clayton Township, providing the township residents with utilities.
Patti Berry, Treasurer, presented the Treasurer's report.
RF Pati also discussed a letter she had received from the Arenac County Treasurer about switching to a computerized tax roll. Patti also mentioned that she had received the delinquent tax payout from the county, but there was no amount payable to the schools.
Finally, Patti discussed the delay in getting two residents the front-load dumpsters that they had requested. They had both paid and waited to receive their dumpster for at least 30 days. Patti discussed refunding 1 month to each of those residents for services not provided.
Billy Daniels, as trustee, discussed the recent fireboard meeting. Billy discussed the recent meeting with the Standish Fire Authority about the possibility of merging the groups to provide a better service for the residents of the county.
The composition of a new board would have to be determined. Currently, Standish has one township representative and
one member at large from each of the entities that belong to the authority.
Next, Dave Bowen, as trustee, had nothing to report this month.

Sandra Bowen mentioned the new flagpole was completed and was ready to be installed. Sandra also asked about installing an arch over the south driveway at the cemetery. However, if installed, the driveway would need to be expanded to accommodate the farm traffic into the township property. Byron will look into the cost of extending the driveway.
County Commissioner Lisa Salgat was present to discuss county projects that are currently ongoing.
John Hoffman mentioned he has joined the materials management committee with Dawn Hergott.
Patti presented pictures of iron benches that were in place at the AuGres Cemetery. The board discussed different options for benches at the township's cemetery.

Robyn moved to issue a 1-month refund to each of the two residents who waited to receive their dumpsters. Billy seconded the motion, and the motion carried.

motion, and the motion carried.

Received a call from Kathy Keeley asking about the condition of Ron's grave.
There does not appear to be any grass growing only weeds. I stated I would discuss this matter with Byron. I called Byron, related the issue to him and he stated he would discuss this with Clyde.

Received a call from Maria McAlpin (248-895-6712) (John & Jean Pavliks daughter) regarding a plot in the cemetery. I explained to her they had a plot already had been given to them in 2011. It appeared that Jean had forgotten about getting the plot. Maria stated they were moving John (Buck} into hospice as his health was failing. I also gave her Caleb's phone number along with the plot and site location (NE 47, 1/2) when the time came for burial.
On July 13, 2025 John passed away. Arrangements are unknown as of this date.

Frank Malenski discussed zoning issues for the month. Fank discussed Mr. Toby, who has expressed interest in a planned development on Melita Road north of Maple Ridge Road. The process requires a special use permit and does not allow any work to begin on the project before the permit is approved. Mr. Toby cleared trees on the property, thus
starting the project. Frank assessed a fine of four times the permit fee ($4,000). The board tabled discussion on the fine until the September meeting, so more information can be obtained.
Ronda Parks, assessor, was absent.
An opportunity for public comment was offered. Sandra Bowen presented a letter requesting a printed monthly report from the zoning administrator. Sandra also presented an article on zoning from Grand Traverse County. Andy Thorner discussed campground customers parking on the side of Melita Road near Whites Campground.
Robyn discussed the possibility of the Sterling Fire Department merging with the Standish Fire Department.

Patti moved to approve the work order for ditching on Town line Road not to exceed $2,000. Dave seconded the motion, and the motion carried.
Billy moved to approve the Forward Energy prebuy at 10% more. Patti seconded the motion and the motion carried.
Billy moved to allow the fireboard to continue to explore the possibility of merging fire departments with Standish.

Received the Burial Transit Permit for John Pavlik from Caleb and recorded same.
No other business was transacted.
I did discuss with Roger Bowen the building of the driveway arch on the South drive. He stated he could build it 15' high and 2~' wide. This would accommodate any farm machinery entering the field, thus no culvert extension would be required.
Also to be mentioned, I provided the Township Board with an extra key to the new flag pole. Roger Bowen also has a key when the occasion arises to lower the flag when necessary.
